Assistant Director (Payroll Systems Projects)

What the role is

You will join the Financial Reporting & Services (Ministries) Group which oversees the central finance operations and the administration of key AGD central systems. You will be part of the AGD Salaries and Pensions team responsible for managing the Government Human Resource and Payroll (HRP) system operations to support payroll, claims, pensions and medical billing administration.

What you will be working on

Your responsibilities will include: • Translating HR policy changes and policy intent into workable system solutions, in compliance with business and statutory requirements. • Working with third-party system vendor and relevant module leads of partner agencies of the HRP system to deliver system enhancements and fixes through the full project lifecycle from change impact assessment, user acceptance testing, user change management and deployment of solution. • Identifying opportunities to streamline and automate processes, keeping in mind system-level governance matters such as performance monitoring and reporting. • Supporting study of major system enhancements . • Working with third-party system vendor and multiple module/track leads of partner agencies of the HRP system to support the smooth running of the central payroll, claims, pensions and medical billing functions . • Strengthening financial controls of payroll, claims, pensions and medical billing operations using tools such as data analytics to identify control gaps and improvements needed. You will develop strong Ops-Tech capabilities while contributing directly in supporting accurate and timely payments to civil servants, pensioners, and healthcare service providers.

What we are looking for

Functional/Technical Competencies • Tertiary education in Accountancy, Business, Finance, Analytics, IT, Systems or related disciplines. • Interest in improving systems and processes and project management • Interest in Ops-Tech work, with good understanding of finance and/or payroll processes. • Experience in managing systems such as SAP will be advantageous. • Ability to put forth proposals and recommendations for management decision-making. • Proficiency in basic office productivity tools, especially Excel, Word and Powerpoint. • Knowledge of data analytics would be an advantage. Generic Competencies • Good critical thinking, problem-solving and analytical skills. • Good interpersonal, communication and stakeholder management skills. • Good time management skills to multi-task and handle competing priorities. • Meticulous and a good team-player who can work well independently with minimal supervision.
