Assistant Director/Senior Assistant Director (IT Audit Department)

Job Purpose: You will be part of the Information Technology (IT) Audit Department responsible for carrying out IT audits to support the audit of the Government Financial Statements (GFS), other Financial Statements audits, thematic and selective audits of public sector entities. These IT audits are to ascertain the adequacy and effectiveness of controls in Government ICT systems and processes.

Job Responsibilities: • Develop a good understanding of the Government ICT environment, key developments and growing trends relevant to AGO’s IT audits (e.g., control requirements in the Government Instruction Manual on ICT&SS Management, use of cloud computing, greater automation of processes, block chain technology, etc.). • Plan, lead, and conduct IT audits on ICT systems and processes of the Government and public sector entities. This includes identifying control weaknesses and areas for improvement, obtaining the necessary audit evidence to support the audit conclusions and observations, and preparing the necessary working papers and reports. As part of evidence gathering to support the audit conclusions, you will also be required to interview auditees, analyse system configurations, and perform system logs analysis. • Review draft audit reports to ensure that they clearly communicate audit observations, audit concerns and recommendations to address any lapses. • Provide technical advice/assistance to financial auditors. • Supervise and coach junior team members for selected projects. • Perform other duties and responsibilities as assigned by supervisor.

Job Requirements: • Singapore Citizen. • Tertiary qualifications in Computer Science, Computer Engineering, Information Systems studies or equivalent. • Candidates with more than 5 years of relevant experience in IT systems audit or in IT operations and has experience in leading and overseeing audit team(s) are welcome to apply. • Possess good knowledge in the principles of IT governance, risks and controls. Knowledge in scripting language e.g., python, would be an advantage. • Possess a good understanding of Operating Systems, Databases, Networks or Enterprise Applications. A good understanding of the IT environment/key systems of Government and public entities would be an advantage. • Possess strong analytical, communication and interpersonal skills. Candidate appointed at a higher appointment will also be required to possess strong leadership skills. • Possess CISA certification or equivalent certifications would be an advantage
