Senior Assistant Director (Finance Policies, Management & Analytics), CDD

We are seeking a dynamic and forward-looking leader to oversee finance operations and drive transformation initiatives within the Finance Department. You will play a critical role in strengthening financial governance, enhancing operational efficiency and advancing digitalisation efforts to support the department’s objectives.

Finance Operations and Governance • Oversee core finance functions such as revenue collection, fees & charges, payments, claims, fixed assets, and Land & Buildings. • Ensure accurate and timely reporting to central agencies in compliance with government financial policies and standards. • Maintaining a robust system of accounting and internal controls. • Evaluate fees and charges-related proposals together with policy divisions to ensure they are in line with policy intent and cost recovery targets. • Monitor and report to management on matters relating to Fees and Charges, Arrears and Grants Performance. Finance Transformation • Drive finance transformation efforts through process reviews and improvement • Promote the use of Data analytics and visualisation, and AI tools to improve overall service delivery • Support change management within the team. Stakeholder Engagement • Work closely with internal stakeholders, senior management, and central agencies such as MOF, AGD, and SLA • Business Partner to provide advisory and support to MSE-HQ Divisions and MSE Statutory Boards on financial and governance matters. • Manage relationships with external and internal auditors and support audit exercises

The ideal candidate holds a degree in Accountancy, Finance, or a related field, and is a qualified accountant or working towards a professional qualification. They should have around 8 to 10 years of working experience in similar positions is preferred. Strong attention to detail, good judgement on governance matters, and the ability to work effectively with both finance and non-finance stakeholders are key attributes for success in this role.
