What the role is

You are responsible for the transformation and optimisation of the Republic of Singapore Navy's (RSN) Human Resource ecosystem through strategic governance, process re-engineering, and quality service delivery. You will synergise three key areas to make HR operations more effective and efficient across the RSN.

What you will be working on

- Develop and review RSN's Human Resource Governance and Compliance strategy and framework to ensure all HR processes meet regulatory requirements - Lead the Transformation & Re-engineering Section to oversee strategic transformation of RSN HR systems and drive sustainable HR systems development - Drive and align RSN's Service Transformation efforts with Ministry of Defence (MINDEF) and Singapore Armed Forces (SAF) initiatives - Formulate service delivery standards and build a service-oriented culture within the RSN to enhance operational effectiveness - Strategise and sustain comprehensive HR systems development programmes tailored to RSN's operational needs - Oversee the efficiency and effectiveness of RSN's Quality Service efforts and initiatives across multiple domains Challenge(s) - Managing the vast and diverse nature of responsibilities spanning Human Resources, logistics, and information technology domains while maintaining expertise across all areas to effectively address stakeholder concerns - Synergising three distinct functional areas of Governance and Compliance, Process Re-engineering, and Quality Service to achieve cohesive outcomes in a dynamic working environment

What we are looking for

- Education in Arts, Social Sciences, Human Resource Management, or Service Delivery is preferred - At least 6 years of relevant and managerial experience is preferred - Possess knowledge of HR systems and Logistics policies and guidelines - Experience in driving development and implementation of new processes and systems is highly preferred - Strong critical thinking and writing skills - Excellent communication and interpersonal abilities with strong networking capabilities - Good time management skills and ability to work effectively under pressure - Good Information Technology (IT) literacy to provide appropriate guidance to subordinates Only shortlisted candidates will be notified.
