What the role is

As Senior Manager or Manager/Knowledge Management of the Communicable Diseases Agency (CDA) under Ministry of Health (MOH), you will be involved in building a strong knowledge culture and overseeing registry operations in CDA, while working with partners to transform knowledge and records management processes and systems in CDA.

The CDA is a government agency established by the Ministry of Health (MOH) to oversee Singapore’s communicable disease preparedness, prevention and control, surveillance, risk assessment and outbreak response. The CDA consolidates and builds on the public health functions under MOH, the National Centre for Infectious Diseases (NCID), and the Health Promotion Board (HPB).

You will work in a fast-paced and dynamic environment that requires managing multiple stakeholders and priorities concurrently to support CDA's operational needs.

What you will be working on

Knowledge Management:

  • Support the development and implementation of KM frameworks and processes for effective knowledge capture, sharing, and retention across the organisation and execute Knowledge Management initiatives that align with organisational strategic objectives

  • Foster a strong knowledge culture across CDA, working with divisional Knowledge Management Champions to improve Knowledge Management and Registry practices, adoption and capabilities

  • Design and maintain knowledge repositories and collaboration platforms to improve information accessibility

  • Support change management efforts by engaging stakeholders and promoting KM culture through awareness activities and communication campaigns

  • Oversee the management and maintenance of CDA's intranet portal, ensuring content is current, relevant, and accessible to staff

  • Drive innovation initiatives, including exploring AI applications and digital solutions to address operational challenges in knowledge and records management

Records Management and Mailroom Management:

  • Oversee CDA's Registry and mailroom operations, including driving continuous improvement of digital solutions to automate processes where possible

  • Implement and maintain frameworks and processes for the retention, preservation, and declassification of CDA records, working closely with NAS on record management requirements

  • Manage the dissemination of circulars and official communications across CDA to ensure timely and accurate information flow, including co-ordinating with CDA divisions to ensure proper circulation of policy updates, announcements, and operational guidance

  • Establish and maintain the Electronic Records Management System (ERMS) and Email Management System (EMS) for CDA, including system configuration, user management, and ensuring compliance with government records management standards

  • Support the annual audit of CDA's compliance with IM4L by the National Archives of Singapore (NAS)

What we are looking for

JOB REQUIREMENTS

  • At least 2 years of Knowledge Management experience with demonstrated ability to develop Knowledge Management frameworks and processes and implement them across organisations

  • Experience in establishing and implementing Knowledge Management systems (including change management) e.g. electronic records management systems and email management systems, intranet portals, information dissemination systems

  • Strong change management experience with proven ability to foster knowledge cultures and work with Knowledge Champions across divisions, including experience in cross-functional or cross-agency digital transformation initiatives

  • Technology savvy with experience in knowledge repositories, collaboration platforms, and AI-powered KM tools for digital transformation initiatives

  • Familiarity with Government Instruction Manual on Management of Public Records and government records management standards (IM4L compliance)

  • Independent and self-driven with ability to multi-task in fast-paced, dynamic environments and perform under pressure

  • Excellent stakeholder engagement and communication skills with strong team player abilities to co-create solutions, facilitate awareness campaigns, and work collaboratively across divisions
