What the role is

Anti-Doping Singapore (ADS)'s mission is to protect athletes and uphold clean sport through education, detection, deterrence and collaboration. This is to ensure sport in Singapore is free of doping and we work together with the sport bodies and relevant stakeholders to protect the rights of Athletes to participate in clean sport and uphold the integrity of sport As an autonomous agency of the Ministry of Culture, Community and Youth, ADS is responsible for developing and implementing anti-doping programmes to promote doping-free sports. The organisation monitors National Sports Associations to ensure they comply with ADS's Anti-Doping Policy, ADS’s Anti-Doping Rules, and the World Anti-Doping Code and related International Standards. ADS investigates potential anti-doping rule violations, as well as encourages and promotes anti-doping research and reciprocal testing with other national anti-doping authorities. We are looking for a competent and committed individual to be in-charge of Testing, Intelligence and Investigations. The key responsibilities include planning and implementing anti-doping testing programme, intelligence gathering and analysis and investigations to detect and prevent doping. You can expect a fulfilling experience with ample opportunities to work with a wide range of stakeholders (e.g. local and regional stakeholders, athletes, sample collection personnel, etc) to promote clean sport in Singapore.

What you will be working on

Purpose and Scope As the Senior Manager/Manager of Testing, Intelligence and Investigations, you will be responsible for planning and delivering testing programme, information gathering and analysis, and conducting investigations to detect and deter doping. These programmes should be compliant with the World Anti-Doping Code and International Standard for Testing (IST) and International Standard for Intelligence and Investigations (ISII). Key Responsibilities The key responsibilities include: Testing 1. Plan an effective testing programme • Carry out a Risk Assessment and document the assessment • Develop a Test Distribution Plan for In-Competition Testing (Fee-for-Service) and/or Out-Competition Testing for approval • Determine testing priorities, types of samples and analysis • Identify and recommend appropriate opportunities for implementing testing at national championships in collaboration with organiser(s). 2. Manage and co-ordinate the implementation of a testing programme for In-Competition Testing • Liaise with organiser(s) on testing and logistical requirements and arrangement • Plan and direct Sample Collection Personnel (SCP) to carry out testing • Ensure testing documentation returned by SCP are completed correctly; and sample delivered by the courier to the laboratory in a time manner • Record doping control data into Anti-Doping Administration and Management System (ADMS) 3. Monitor the outcomes of the testing programme and other relevant information and adjust the testing plan accordingly • Provide required reports on testing activities such as initial verification of non-compliances, potential anti-doping rule violations (ADRVs) arising from testing to Results Management Authority (RMA) • Prepare support documentation for any potential ADRVs or Whereabouts failure to RMA 4. Evaluate and continually improve the testing programme • Evaluate the effectiveness of the testing programme • Co-ordinate with Education and Results Management colleagues to identify and implement continual improvements to the testing programme 5. Organise resources for the planned testing programme • Establish/review testing system policies, procedures and processes • Determine methods and processes to accredit sample collection personnel (SCP) • Lead and manage ADS’s network of SCP including recruitment, training, deploying, (re)accreditation and quality assurance of SCP in delivery of testing mission. Intelligence and Investigations 1. Establish/review intelligence and investigation policy, procedures and process 2. Conduct collection, collation and analysis of information from various data sources in the preparation of intelligence • Conduct open-source and closed-close source research to identify potential anti-doping intelligence and/or develop profiles of individuals or teams • Monitor and response to all information sources including the online platform “report on doping” 3. Produce intelligence products that inform and impact decision-making for internal stakeholders such as Education, Testing and Results Management 4. Establish and maintain relationships with external stakeholders such as Law Enforcement Agencies, Customs, to promote information/ intelligence sharing and collaboration in investigating doping 5. Conduct investigation processes and procedures to determine whether there is evidence of ADRVs or other breaches of Code and International Standards • Organise, plan including the investigation strategies and conduct formal interviews and investigation • Draft reports of interviews and investigations • Handle, organise and store physical evidence • Prepare evidence, as required, in relation to ADRV proceedings Collaboration & Advocacy • Collaborate and build relationships with WADA, other NADOs/ RADOs, NSAs, schools, anti-doping stakeholders, subject matter experts such as external providers and Law Enforcement Agency to coordinate testing, intelligence and investigations efforts, exchange ideas, and enhance programmes • Represent ADS at workshops, conferences, and outreach events Budgeting, Finance Payment and Billing • Manage payment and billings to ensure timely payment to vendors/contractors • Track expenses for the budgeting and planning purposes Procurement and Contract Management • Review operational requirements, establish and monitor the relevant contracts for doping control sample analysis services, courier services, sample collection equipment, and any other goods or service, when required, to ensure continued uninterrupted operations Others • Organise engagement session(s). Co-ordinate and support meetings

What we are looking for

Work Experience and Knowledge • Minimum 5 years’ experience in sport related, compliance related and/or law enforcement/investigation work • Proven capabilities and capacity in operational planning, implementation, monitoring and evaluation of programmes systematically and investigative work. • Experience and competent in operating in a confidential environment, managing sensitive and confidential data • Working knowledge of the sport and anti-doping systems’ structures at national, regional, and international level • Experience in anti-doping programmes such as testing, education, would be advantageous • Knowledge and understanding of aspects of anti-doping such as the Code, Prohibited List, what non-analytical ADRVS are and the type of intelligence to look for, national criminal legislation and law enforcement would be advantageous Project Management and Stakeholder Engagement Skills • Ability to work in compliance with code, standards and ethics • Ability to work with sensitive information and maintain confidentiality • Ability to remain calm and confident and respond logically and decisively in difficult situations • Ability to solve problems, questions assumptions and offer creative solutions • Accuracy and attentive to details • Time management and stakeholder engagement skills • Organisational and multi-tasking skills • Strong verbal and written communication skills • Strong stakeholder engagement and management skills Behaviour Traits • Resilient and Supportive Team Player • Prepared to work evenings and/or weekends • Self-motivated and able to operate with minimal supervision • Willing and able to learn • Proactive, resourceful, versatile and meticulous ** Shortlisted applicants will be notified within 4 weeks of the closing date of this job posting.
