As Engineer / Lead Engineer, you are responsible for the delivery of ICT capabilities through effective planning, management, and deployment of all resources. What you will be working on
The jobholder may be assigned to manage the development of ICT/OT systems. He/she will be responsible for the following:
Support Deputy Director/Head to obtain approval of Approval of Requirements papers for projects and ensure timely delivery of projects within the committed schedule and budget. Possess sound knowledge of project management concepts, methodologies, techniques and best practices. Able to put project management theories into practice.
Provide regular updates to management on the project progress, highlighting project milestones, issues and expenditure.
Ensure projects are implemented based on the approved project plan that meets all identified operational needs, within agreed parameters of cost, duration and scope.
Effectively engage and manage all relevant stakeholders to deliver system.
Design and implement solutions to support the computing requirements to meet business needs and comply with Whole-of-Government IT architecture, policies, standards and framework;
Ensure that all production system problems of the projects are resolved in a timely manner and operations' impact is kept to a minimal. Reports the incident according to incident management plans and provide timely updates to various stakeholders on major project incidences.
Prepare project documents such as technical specifications (for tenders), system design documents, technical interface agreements, various test plans (factory acceptance, on site acceptance, etc.) and test reports, if required. Ensure that all project deliverables meet the required quality standards.
Manage the application maintenance and support services covering contract management, service level management, change management, problem management, audit and security services and risk management;
Manage contractors and ICT Systems / ICT infrastructure, service delivery and support to meet the intended availability, continuity and capacity requirements;
Work closely with infrastructure team to incorporate system support, central infrastructure integration, maintenance and operations.
Work with external agencies and/or Home Team Departments (HTDs) to bring in the necessary systems and data through proper technical interface agreements.
Exhibit deep understanding of the technologies required for the projects and share such knowledge within the organisation.
Understand users’ environment for accepted practices and behaviours, decision making and communication style, departmental/divisional history and key experiences, jargon and special terminologies. Able to interact and influence users on technology issues and demonstrate value as technology advisor. Provide assistance to users in Specification of Requirement writing and budgeting.
Identify potential project risks and its implication and to recommend mitigating measures so as to manage the risks;
Communicate and explain technical concepts and ideas to non-technical audiences;
Other ad-hoc initiatives and projects may be assigned.
What we are looking for
- Tertiary qualification in Engineering/ Computer Science/ Information Technology or relevant disciplines
- Preferably more than 3-5 years of relevant working experience.
- Demonstrate deep knowledge in technologies, especially in the areas of application modernisation, Containers, Data integration/exchange, disaster recovery, Ransomware protection and Cloud Technology.
Personal Characteristics & Behaviours
- Has strong planning and project management skills. PMP or equivalent certification would be an advantage.
- Is able to work independently and as a team.
- Has good interpersonal and communications skills for internal/external stakeholder engagement.
- Is Familiar with the Home Team environment would be an advantage.
All new appointees are appointed on a two-year contract in the first instance and will be assessed and considered for permanent tenure overtime, based on performance.
