What the role is

The Training and Competency Development Division (TCD) is MHA’s staff authority for major and cross-cutting Training and Learning (T&L) issues and ensures that training policies and plans are progressive and future-proofed. It is responsible for charting the overall strategic direction for Home Team (HT) training policies, resource development and training transformation. This includes driving and coordinating T&L capability development such as fitness training resources within the HT, ensuring resource optimisation and synergy in T&L efforts across the Home Team Departments (HTDs) and Agencies.

What you will be working on

1. Enable and optimise T&L technology and infrastructure across the HT • Work with MHA HQ Divisions, HTDs and Home Team Science and Technology Agency to plan and develop shared training technologies and infrastructure • Facilitate regular reviews of cross-cutting T&L systems and initiatives to ensure alignment and progress • Identify areas of commonality across agencies to support integration and collaboration • Support the development of masterplans and coordination of demand aggregation efforts for shared capabilities (e.g. simulation and emerging learning technologies) • Facilitate benchmarking and knowledge exchange on T&L technologies 2. Enable workforce planning and resource optimisation for T&L • Work with HTDs and Agencies to understand manpower needs and structures for T&L • Assess T&L-related manpower and resource requests to ensure optimisation across the HT and alignment with broader HT priorities • Support efforts to optimise manpower structures for key T&L capabilities 3. Oversee fitness training policies and capabilities • Formulate and review policies and initiatives related to fitness training and testing (i.e. IPPT) across the HT • Manage the HT fitness training and testing contract, and work with HTDs to monitor performance of vendor and address issues • Coordinate with agencies such as Ministry of Defence, ActiveSG and HomeTeamNS to align policies and implementation approaches • Track and analyse fitness performance (e.g. IPPT participation and passing rates) across the HT • Recommend policy improvements and interventions to strengthen fitness outcomes 4. Improve systems and processes for fitness training and testing operations • Work with stakeholders to review and streamline end-to-end processes (e.g. IPPT training and testing) • Identify gaps and facilitate improvements across agencies • Support implementation and change management efforts 5. Enable procurement and contract management • Work with stakeholders to develop or coordinate requirements for training-related systems and services under TCD’s purview • Support procurement processes and vendor selection • Oversee contract performance and ensure delivery meets agreed standards 6. Facilitate partnerships and collaboration • Engage public agencies, industry partners and institutions to facilitate collaboration and knowledge sharing • Support development of joint initiatives where relevant 7. Support T&L governance and coordination • Serve as part of the secretariat for T&L meetings • Coordinate inputs, track follow-ups and support implementation of key decisions

What we are looking for

• Experience in project coordination or management, preferably in organisation-wide initiatives • Ability to work across multiple stakeholders and facilitate alignment • Experience in policy, systems planning or resource coordination • Interest in leveraging technology to improve systems and processes • Strong analytical, problem-solving and communication skills • Self-driven and able to translate broad directions into actionable outcomes • Experience in training and learning, fitness training or workforce planning in public sector or large organisations would be a bonus Note: this is a contract role.
