Senior Manager / Manager (HealthTech Policy – Data Governance)

What the role is

We are seeking a detail-oriented Data Governance officer to join our HealthTech Policy Division. In this role, you will monitor and analyse personal data breaches across multiple entities and divisions, while supporting data security maintenance programmes and compliance initiatives. You will also monitor Key Performance Indicators (KPIs) for HealthTech related policies such as data policies and AI policies. You will be working in a fast-paced and dynamic environment that would require the ability to manage multiple priorities and stakeholders at the same time. What you will be working on

HealthTech Policy Monitoring and Analysis: • Monitor and analyse personal data breach incidents across multiple entities and divisions • Monitor and analyse key performance indicators submitted by various public healthcare institutions on compliance to HealthTech policies • Manage complex datasets using tools such as Excel and Tableau to perform detailed analysis of incidents • Generate actionable insights from collected data to improve data protection measures and policy improvement plans • Create compelling presentations and reports for senior management on high-impact incidents Data Security Maintenance Programme: • Conduct risk assessments of MOH divisions' datasets against government data protection standards • Track and follow up on implementation of mitigation measures for identified gaps • Review datasets for compliance with data protection and security requirements specified in the government's Instruction Manual • Coordinate with stakeholders to obtain necessary approvals for data security measures • Maintain documentation of risk assessments, mitigation plans, and approval records

What we are looking for

An ideal candidate should possess the following: • Bachelor’s degree in public administration, information technology, information systems, public health, or a related field. • Proven experience in data governance, policy compliance, project management and with a minimum of 5 years of experience. • Proven experience with data security and data protection of the Whole of Government’s Instruction Manual 8 (IM8) or Public Healthcare’s HealthTech Instruction Manual (HIM), Key Competencies Required: • Thinking Clearly & Making Sound Judgements – Strong analytical and critical thinking abilities to support the assessments of compliance to policy, including evaluations on mitigation plans, taking into account operating contexts. Strong written and verbal communication skills, with ability to translate assessments and technical findings into policy drafts with clear, actionable insights.. • Learning & Putting Skills into Action - Possesses the drive and curiosity to learn and apply new skills, knowledge and new ways of working. • Improving & Innovating – Ability to seek continual improvements, and to innovate and experiment while managing the risks involved. • Working Effectively with Stakeholders – Ability to mobilise and rally partners and stakeholders towards a collective purpose, as well as work under strict timelines.
