Ministry of Sustainability and the Environment

Senior Executive/Assistant Director (Finance Policies, Management & Analytics)

Permanent/Contract
Closing on 20 May 2026

What the role is

At MSE and our family of agencies – PUB, NEA, and SFA – we drive sustainability and resilience initiatives that improve the everyday lives of Singaporeans. As part of the MSE Family, you will be at the forefront of innovation, leading efforts to safeguard water resources, protect public health, and ensure food safety. Through partnerships across sectors, we tackle evolving challenges while fostering an inclusive, safe, and supportive workplace. Join us in shaping Singapore’s sustainable future and making a lasting impact on the everyday lives of generations to come. You will be part of the MSE Finance team supporting the day-to-day payment operations of MSE-HQ and contributing to the Ministry's broader finance transformation and digitalisation journey. This role offers a good balance of operational and process improvement work, making it well-suited for someone who enjoys both getting things done and finding better ways to do them.

What you will be working on

Payments and Finance Operations You will be part of the finance team managing MSE-HQ's payment processing operations, and to ensure that transactions are processed accurately, timely and in accordance with the relevant government financial policies and internal controls. You will also administer the MSE-HQ corporate card programme, covering areas such as card issuance, usage monitoring and ensuring adherence to internal guidelines. In addition, you will support the Ministry’s financial year-end closing activities and statutory reporting to central agencies. Post-Payment and Claims Review You will conduct post-payment and claims checks to ensure proper governance and accountability in MSE-HQ's expenditure in accordance with the prevailing government financial policies. This involves identifying anomalies, following up on exceptions and working with stakeholders to address any gaps in compliance or process. Finance Transformation and Process Improvement You will contribute to the Finance Department’s transformation efforts by identifying opportunities to streamline and automate finance processes and supporting the implementation of the improvements. In addition, you will also participate in digitalisation and data visualisation initiatives to enhance reporting and decision-making within the team.

What we are looking for

We are looking for a candidate with a bachelor's degree in Accountancy, Finance or a related field. Candidates with at least two years of relevant experience in finance operations, audit or a related area are preferred, though we welcome strong fresh graduates with the right aptitude and attitude. You should be meticulous and organised, with good analytical and writing skills. The ability to communicate clearly with internal stakeholders and manage multiple priorities in a fast-paced environment will be important in this role. Proficiency in Microsoft Office applications is expected, and familiarity with data analytics tools, RPA software or visualisation platforms such as Power BI would be an advantage.
