What the role is

The Training and Competency Development Division (TCD) is MHA’s staff authority for major and cross-cutting Training and Learning (T&L) issues and ensures that training policies and plans are progressive and future-proofed. It is responsible for charting the overall strategic direction for Home Team (HT) training policies, resource development and training transformation. This includes driving and coordinating T&L capability development such as fitness training resources within the HT, ensuring resource optimisation and synergy in T&L efforts across the Home Team Departments (HTDs) and Agencies.

What you will be working on

1. Oversee fitness training policies and capabilities • Manage the development, implementation and sustainment of fitness training and testing capabilities related to the Individual Physical Proficiency Test (IPPT) and other Home Team (HT) Training & Learning (T&L) system(s) under TCD's purview, including project management and governance • Manage strategic partnerships with external agencies on fitness training resources, programmes and initiatives to enhance fitness training offerings within the Home Team, e.g. HomeTeamNS • Provide policy input related to training standards, governance, resource optimisation and other matters for HT T&L system(s), including review of Approval of Requirements (AOR) and Manpower Establishment Committee (MEC) submissions by HTDs 2. Support management of T&L contracts • Conduct monthly coordination meetings with contractor and HTD representatives as part of the management of the existing fitness services contract • Supervise National Service Fitness Improvement Training (NS FIT) operations involving HT NSmen (e.g. intervene or address disputes related to NSFIT sessions), and maintain related policies/directives 3. Support T&L governance and coordination • Serve as part of the secretariat for T&L meetings • Coordinate inputs, track follow-ups and support implementation of key decisions • Manage the planning and implementation of T&L communication and engagement initiatives, including producing bi-weekly Focus Friday publications 4. Any other duties as assigned

What we are looking for

• Experience in project management, particularly in implementing enterprise-level systems or initiatives • Experience in training and learning, fitness training or workforce planning in public sector or large organisations would be a bonus • Familiarity with the use of creative content production tools, e.g. Canva, to design publication materials • Soft skills in analytical thinking, problem-solving, creativity, collaboration and communication We wish to inform that only shortlisted candidates will be notified within 30 days upon the closing of the advertisement.
