What you will be working on
• Managing leadership milestone programmes and other leadership development courses: At appropriate junctures in their leader journey, our leaders attend selected milestone programmes to learn and grow during such leadership transitions. You will manage a few of these programmes with a high volume of runs per year, working with a range of stakeholders (e.g. decision makers, associates, vendors, and internal administration) to ensure their proper and timely implementation. You will shape the learning design of these programmes, evaluate learner’s satisfaction, and provide recommendations for improvement for each programme. In addition, as a project manager for other skills-based leadership development courses, you will also need to manage the courses’ marketing to prospective learners, annual plan for regular runs, and budget. You will need to work with our associates on their deployment to deliver these courses to high quality and relevance to our leaders.
• Creating self-paced learning experiences via virtual platforms: You will support our creation and dissemination of self-paced learning objects and experiences. These can be follow-ons from the programme experiences stated above, to support our leaders to apply learnings from the classroom to their leadership situations in the workplace. You will also explore emerging learning technologies that push our imagination as to what we can offer our leaders in the Public Service and excite them to learn.
What we are looking for
We are looking for individuals with a strong sense of purpose to serve in the Singapore Public Service, who demonstrate integrity, humility, curiosity, and a drive for excellence. You should be self aware and situationally attuned, able to read interpersonal and environmental dynamics with ease. You should be comfortable with uncertainty and change, bringing a positive, adaptable, “can do” mindset. You should work well in an egalitarian team while managing multiple priorities with care, and have the independence and drive to see work through with minimal guidance.
• Programme Design: Strong ability to adapt and improve the design of existing programmes (at the middle manager and director level) to maximise learners’ performance outcomes in the workplace. Strengthen learner engagement pre, during and post-programme with social and workplace learning interventions. Your approach to programme design should be anchored on a leadership philosophy that extends from leading from self to leading in systems.
• Programme Management: Strong ability to project-manage programmes that are jointly offered by a few CSC’s departments within pressing timelines, anticipating risks and problem solving along the way. You should have a proven track record in partnering colleagues and influencing stakeholders across department and/or organisational boundaries.
• Technology Adoption in Learning and Development: Strong ability to design, develop and manage L&D offerings by applying appropriate learning technologies. Select, integrate and manage learning management and knowledge management systems for the effective management and delivery of L&D offerings.
