Executive Manager (Operations Support Section)

What the role is

We are looking for an experienced officer to oversee operational support for environmental public health operations in NEA's Eastern Regional Office. In this role, you will lead finance, contracts, assets, and records management whilst ensuring operational excellence during routine and emergency situations to support NEA's public health objectives.

What you will be working on

You will lead and manage the Operations Support Section, and your duties will include:

  • Overseeing department operational budgets, monitoring expenditure and budget utilisation, ensuring cost-effectiveness and optimal resource allocation across all operations
  • Managing service contracts including maintenance, pest control, and logistical services whilst conducting regular performance audits, compliance monitoring, and leading procurement activities in accordance with government regulations
  • Overseeing comprehensive asset inventory management, equipment logistics and inventory, and coordinating strategic resource distribution for field operations to ensure operational readiness
  • Analysing operational data including environmental monitoring information to support planning and resource deployment decisions whilst developing intelligence reports and trend analyses
  • Managing departmental information systems and records in compliance with government data policies and retention requirements
  • Providing performance management, professional development guidance, and succession planning for your team members

What we are looking for

The ideal candidate would possess the following qualities:

  • Strong management capabilities with advanced knowledge of financial management, contract administration, and procurement processes with operations background is an advantage
  • Proficiency in Microsoft Office and information management systems, with keen interest in data analysis/analytics
  • Ability to work under pressure, respond effectively to emergency situations, and coordinate resources during crisis situations
  • Team player with good communication, interpersonal and problem-solving skills
  • Highly organised with good multi-tasking abilities
  • Self-driven with continuous improvement mindset and adaptable to changing operational environments
