What the role is

As a Staff Officer PIRO, you will be part of a specialised team supporting the Commercial Affairs Department's anti-scam operations. Under the Protection from Scams Act 2025, effective from 1 July 2025, police are empowered to issue Police-Initiated Restriction Orders (PIROs) that enable banks to temporarily restrict the banking facilities of potential scam victims. This role combines operational oversight with direct victim support, requiring you to engage with scam victims to prevent financial losses whilst collaborating closely with financial institutions to implement and manage Restriction Orders (ROs) throughout their 30-day cycles. You will oversee administrative staff, contribute to policy development through engagement with internal and external stakeholders, and ensure that PIRO Standard Operating Procedures remain current and operationally relevant. This position offers the opportunity to make a meaningful impact in Singapore's fight against financial crime through both victim intervention and strategic operational management. You will be placed under the Management Executive Scheme

What you will be working on

As a Staff Officer PIRO, your responsibilities will include: Team Leadership and Operations • Supervise PIRO administrative staff and liaison officers • Provide management updates on PIRO statuses and resolve queries from members of public • Ensure centralised databases and documentation systems are properly maintained for real-time tracking Victim management and intervention • Collaborate with SPF units and external stakeholders to conduct proactive interventions for potential scam victims • Assess referral cases to determine if they constitute potential scams through analysis of facts and bank statements • Engage potential victims to convince them they have fallen prey to scams • Involve victims' next-of-kin to assist in convincing victims and provide updates on situations Restriction Order Management • Issue and manage ROs to banks for 30-day periods with possible extensions up to 6 months • Collaborate with Financial Institutions to implement hold on bank accounts and ensure compliance • Schedule victims for counselling and psychological assessments during RO cycles • Process victims' cash withdrawal requests through Investigation Officers • Handle appeals and provide supporting documentation to appellate units Policy and Process Development • Analyse victim demographics to support anti-scam strategies and public education • Work with internal and external stakeholders on policy development and process improvements • Maintain current SOPs and provide inputs for parliamentary responses • Identify operational gaps and develop recommendations for enhanced procedures

What we are looking for

Requirements • Fields of studies in Counselling, Social Work, Psychology, or a related field • At least three years of experience in investigation, financial crime prevention, victim support services, regulatory compliance, or a related field • Proficiency in communication and interpersonal skills and have keen interest in interacting with members of public • Extremely patient and tactful when handling potential victims • Good writing skills to draft staff submissions • Strong analytical skills for assessing RO effectiveness and PIRO outcomes • Attention to detail for database management and documentation • Able to handle confidential and sensitive information appropriately • Able to work collaboratively with multiple internal and external stakeholders, • Possesses good communication, articulation and writing skills • Mentally resilient to work under extreme pressure and tight deadlines • Good work attitude and focused on the mission • Able to work extended and irregular hours Short-listed candidates will be notified within two weeks after the closing date for applications.
