What the role is

At MSE and our family of agencies – PUB, NEA, and SFA – we drive sustainability and resilience initiatives that improve the everyday lives of Singaporeans. The Research, Futures & Planning Division (RFPD) functions as a sense-maker across MSE and our 3 statutory boards. We ensure that the MSE family: • Plans effectively for the future, through identifying driving forces, challenges and opportunities that impact or will impact our work. • Supports the development and implementation of policies and decisions, through a combination of analytics, decision science and behavioural insights. • Continually enhances the way our officers work, through driving a culture of innovation, use of technology and data, and process improvement. • Allocates resources efficiently and effectively, according to the Ministry's strategic priorities and through a framework for prioritisation and evaluation. Within RFPD, the Strategic and Resource Planning (SRP) team oversees: • Planning – we drive MSE planning through annual work plans, performance accountability, parliamentary processes, and enterprise risk management. • Futures – we identify relevant driving forces, challenges & opportunities, and translate them to actionable insights for policy divisions and statutory boards to plan for. • Capability building – we identify areas for improvement in strategic capabilities and implement projects to address these gaps. These translates to frameworks, SOPs, systems within the MSE family. • Connecting and coordinating – we represent MSE at inter-agency platforms, and coordinate Ministry family positions for whole-of-government issues.

What you will be working on

Your key responsibilities include: • Driving the overarching sustainability agenda and plans for MSE and its Statutory Boards (MSE Family). • Periodic benchmarking of corporate and operational sustainability measures. • Identifying competency and resource needs at the MSE Family level in operationalising different phases of the plans. • Exploring feasibility studies and technological pilots with stakeholders. • Cultivate and maintain networks and partnerships with sustainability officers in MSE Family and relevant external agencies. • Organising related activities, meetings and events as needed.

What we are looking for

• Tertiary qualifications with at least 6 years of relevant work experience, with preference for candidates with certifications in sustainability reporting standards and carbon accounting. • Prior experience in formulating and/or implementing corporate policies and measures in environmental sustainability. • Independent, motivated, and able to multi-task in a dynamic environment. • Strong communication, interpersonal, and analytical skills. • Comfortable working in a dynamic and fast paced environment. • Resourceful and strong problem-solving skills.
