Manager/Senior Manager, Estate Management

What the role is

Support the Assistant Director by leading a team of executives to manage the National Heritage Board’s various museum facilities and properties.
You will supervise and manage the outsourced service providers to ensure day to day facilities management, maintenance of systems, service quality and processes are consistently kept at a high standard to support NHB’s operational requirements in an efficient and cost-effective manner.
The role will also be required to work across teams to drive and lead NHB’s facility management transformation initiatives, leveraging technology and data to drive continuous improvement in the areas of essential services/operations, asset management, quality assurance and sustainability.

What you will be working on

  • Lead, support and execute comprehensive facility management programs for all Mechanical & Electrical (M&E) systems and services of the buildings

  • Implement a preventive and predictive maintenance program for all M&E systems and all its related works to ensure optimum availability of services.

  • Manage all outsourced EM services and estate operations for improved productivity, efficiency and environmental sustainability

  • Responsible for performance of the contracted service providers, and for establishing, implementing and monitoring KPIs of service vendors to ensure that they carry out their works according to the contract specifications

  • Drive smart technologies and champion the use of NHB’s Smart Facilities Management System to achieve continuous monitoring and improvement in FM operations

  • Prepare and update budget (OPEX & CAPEX) for building and M&E systems

  • Monitor and administer all contractual obligations for maintenance contracts including but not limited to facilities management, BMS/BAS, generator sets, replacement, and improvement work, etc.

  • Support the planning and management of renewable energy projects, green initiatives and prepare sustainability reporting (water consumption, electricity, etc)

  • Carry out investigations as necessary and recommend preventive measures on reported cases of service breakdown, accidents, fire incidents and other irregularities

  • Provide technical solutions to internal stakeholders, respond to feedback, and keep management and stakeholders updated on the building and facilities activities

What we are looking for

  • Background in Estates and/or Facilities Management, Engineering or related discipline preferred

  • Preferably at least 8 years of facilities management experience, with at least 3 years at a managerial level

  • Strong data literacy, able to analyse, visualise and interpret operational data

  • Excellent interpersonal and communication skills, with the ability to manage multiple stakeholders including contractors, vendors and internal departments

  • Practical experience with the use of digital tools and systems to support Smart Facilities Management operations including but not limited to Digital Twin operations would be advantageous

  • [Building Operations & Management] Proven ability to oversee the full spectrum of building operations, including reviewing and approving standards and procedures for M&E systems, drawing up preventive and predictive maintenance policies, and evaluating and resolving non-compliances to regulatory and organisational standards.

  • [Facilities & Workplace Management] Able to lead facilities management strategy, oversee resolution of operational and maintenance gaps, and manage outsourced services across day-to-day operations and longer-term planning. Demonstrates knowledge of total facilities management to enable organisational efficiency while minimising operating costs

  • [Green Building Management and Compliance] Able to manage green building certification processes, develop sustainability programmes, lead sustainability audits and assessments, and analyse environmental performance metrics in line with GreenGov.sg requirements.

Successful candidates will be offered a 2-year contract.
