The Job Holder will assist Deputy Director (MHQ Digital Solutions) to oversee the implementation and sustainment of MHQ’s ICT systems, ensure adherence to IM8 requirements & other WOG/MHA’s directives and establish ICT governance frameworks and internal processes.

The job holder is responsible for the following: People Development & Management • Guide project teams towards the successful delivery of initiatives and enhancements o Manage project issues, e.g. resolve inter-team conflicts o Provide advice and guidance on project matters • Assist Deputy Director (MHQ Digital Solutions) in coaching the manpower resource within MHQ Digital Solutions branch. Stakeholder Relationship Management • Collaborate with stakeholders to ensure successful delivery of solutions o Develop good domain knowledge across MHQ and Home Team Departments o Guide the team and proactively engage working level stakeholders to ensure delivery of solutions that meet their requirements Governance and Financial Management • Execute appropriate governance and financial management o Ensure alignment to standards and policies in relation to technology, quality, IT security, risk and project management o Provide advice and guidance on financial management and ensure alignment to policies and procedures on financial management Service Delivery • Manage the delivery of Science & Technology (S&T) systems, projects and services to meet MHQ’s needs in the scope of MHQ Digital Solutions team o Work with Deputy Director (MHQ Digital Solutions) to assign and manage resource to the respective projects o Guide and support the team in the implementation of initiatives and enhancements o Guide the team in the funding, procurement and implementation of S&T solutions o Review critical documents for submission, such as AOR paper, tender specifications, CVR, SR, invoice payments etc o Ensure action items are monitored and carried out in a timely manner o Provide update to management on project status and progress

• Degree in Computer Science / Engineering • Minimum 10 years of experience in Project Management and S&T System Solutioning. • At least 3 years of experience in managing medium to large team • Experience in driving technologies and innovations • Familiarity with the Whole-of-Government environment will be an added advantage • Experience in implementation of projects in at least one of the following areas (Cloud Computing, Agile Methodologies, Data Analytics, Service Design/Design Thinking, low-code development platforms) will be an added advantage • Demonstrate good leadership skills and leading by setting good examples • Possess good time management • Possess good interpersonal and communication skills for internal/external stakeholder engagement. • Ability to manage multiple issues and collaborate with various parties with different requirements, demands and expectations. All new hires are appointed on a two-year contract in the first instance and will be assessed and considered for permanent tenure over time, based on performance.
