What the role is

You are a key integrator across the enterprise IT domain and business domains, translating MINDEF's digital and data strategy into actionable outcomes within a diverse digitalisation ecosystem. You are critical in building coherence across the IT operating model, maximising value from enterprise digital platforms, and ensuring consistent adoption of digitalisation practices across domains with varying priorities, systems, and maturity levels.

What you will be working on

- Design and continuously improve the IT operating model by architecting comprehensive governance and compliance frameworks and implementing systematic impediment resolution pathways - Serve as the critical Business-Tech Translator between MINDEF's Chief Information Officer Department and business and functional domains, ensuring strategic alignment across the enterprise IT ecosystem layers of policy, process, technology and structure - Review and optimise internal and external stakeholders' infrastructure and IT systems to maintain consistency with enterprise architecture and governance frameworks - Accelerate digital transformation by challenging business domains to think beyond immediate operational needs and facilitating ambitious digital roadmaps - Build strategic partnerships across the ecosystem, identify systemic risks and impediments, and cultivate relationships with business domain owners and architects to drive measurable business outcomes - Anticipate cascading effects of disparate initiatives across the broader IT ecosystem and identify potential conflicts between individual digital strategies and enterprise architecture principles or organisational security postures Challenge(s) - Navigating unstructured digital terrain by collaborating across enterprise-wide stakeholders to formulate solutions in a rapidly evolving technology landscape where existing enterprise policies and governance structures are often insufficient - Evaluating approaches that cross traditional boundaries and encounter grey zones with no precedent, requiring conceptual agility, foresight, and sound judgement in ambiguous situations while building legitimacy among stakeholders

What we are looking for

- Education in Computer Science, Information Technology, Business or a related field - At least 8 years of experience in digital strategy, enterprise IT, IT governance, or business transformation, preferably in large complex organisations or public sector environments - Experience in business process analysis, impediment identification, and continuous improvement methodologies - Strong grasp of IT governance principles with experience in designing comprehensive governance structures and processes - Enterprise thinking with a pragmatic problem-solving approach and confidence in managing ambiguity across complex multi-stakeholder environments - Excellent facilitation and communication skills with ability to arbitrate between competing domain priorities and drive consensus on contested positions Only shortlisted candidates will be notified.
