What the role is

The Community Relations Unit (CRU) is piloting a new approach to address severe neighbour noise disputes and hoarding cases. These include cases where noise is used deliberately to cause distress to neighbours, and cases where the behaviours may stem from an underlying mental health condition. As a Community Relations Officer (CRO), you will work directly with residents and investigate and intervene in severe and protracted neighbour noise and hoarding cases.

What you will be working on

You will manage complex cases end-to-end. This will involve engaging residents, conducting interviews, gathering evidence, presenting findings and recommendations to management, and carrying out enforcement actions where required. It will also involve working closely with the CRU team, officers from other Government agencies such as HDB, PA, AIC and SPF, and community partners and grassroots leaders, to address the underlying causes of the disputes and behaviours involved. You will also contribute to improving the Unit’s operational processes, both internally and with external partners. In this role, you will make a tangible difference to residents’ lives by helping to resolve complex community disputes and contributing to safer and more harmonious neighbourhoods. It offers the opportunity to work on complex community issues, collaborate across agencies, and contribute meaningfully to public service outcomes.

What we are looking for

• Strong interpersonal and communication skills, empathy, and the ability to see issues from residents’ perspective • Strong analytical, problem-solving, and judgement skills • A willingness to learn, adaptability, and resilience in dealing with challenging and complex cases • Strong written and spoken English, and fluency in speaking at least one vernacular language (Malay, Mandarin, or Tamil). Fluency in speaking local dialects would be an advantage. • Work experience in investigation, enforcement, and/or engaging residents within the Singapore Public Service would be an advantage. • Diploma or higher qualification in any discipline
