What the role is

As a Senior Engineer/Assistant Director in the Flood Resilience Planning Department, you will be part of the Planning & Strategy team that is responsible for charting the medium to long-term flood resilience strategies for Singapore in the face of climate change. You will also help to formulate detailed plans to strengthen Singapore’s resilience against both coastal and inland flooding, and plan for resources to facilitate implementation of coastal protection and inland drainage infrastructure. In addition, you will work closely with various teams within PUB, as well as other Ministries/ agencies and industry stakeholders on wide-ranging issues related to integrated flood-resilient infrastructure planning.

What you will be working on

• Develop and review plans and strategies based on the latest climate change projections to ensure flood resilience. • Develop new and review Code of Practices and technical design guidelines to guide implementation of coastal protection and stormwater drainage infrastructure. • Collaborate with government agencies and external stakeholders to ensure coordination between coastal and stormwater infrastructure plans with other infrastructure plans. • Call tenders and manage consultancy studies to inform flood resilience planning parameters, plans and strategies. • Perform technical analyses to support development and review of flood resilience frameworks and ensure alignment with policies. • Lead and conduct presentations to senior management of PUB and MSE and inter-agency meeting platforms. • Conduct briefings to Professional bodies and industry associations on Code of Practice requirements and technical guidelines.

What we are looking for

Someone who enjoys working in a dynamic environment to develop technical details and working with multiple stakeholders. The officer should also be passionate about playing a part in building Singapore’s long-term capacity to address climate change. You should: • Degree in Engineering (preferably Civil or Environmental, or with specialisation in Coastal Protection and Flood Management), or a related discipline (e.g. Economics, Strategic Planning, Urban Planning, Environmental studies, Geography) • Demonstrate keen interest in physical urban development of Singapore • Enjoy working in a fast-paced environment with no precedent “fixed” answer • Be willing to learn and explore new ideas and adapting solutions to Singapore’s context • Have excellent analytical, writing, communication and presentation skills • Be self-motivated, resourceful, attentive to details, and have good organisational, planning and coordination skills • Demonstrate ability to work independently and in/across teams effectively • Experience with quantitative data analytics software (such as R, Python, Tableau, Qliksense) and GIS software is a plus Work Location: Environment Building, 40 Scotts Road S(228231)
