What the role is

The Integrated Waste Management Facility (IWMF) is a large-scale waste management infrastructural project and an integral part of NEA’s long-term plan to meet Singapore’s future solid waste management needs.

We are looking for a strategic leader who will be responsible for budgeting, revenue collections expenditure, weighbridge operation and transactions, administering the Tuas Nexus Synergy Arrangement, as well as overseeing the administrative functions.

What you will be working on

Reporting directly to the Director (IWMF), your main responsibilities are as follows:

  • Coordinate and participate in the reviews of fees, charges and revenues and Tuas Nexus Synergy Arrangement.

  • Oversee transactions such as revenue collections from electricity generation and refuse disposal fees, revenue collections and payments from the Tuas Nexus Synergy Arrangement.

  • Oversee weighbridge operation and transactions and be the Liaison Officer for the weighbridge IT system (RDMS) and backend HQ system (WRMS), including participate in the system enhancement reviews.

  • Oversee fixed assets management to ensure they are accountable, secure and in good working condition. 

  • Oversee administrative functions which include procurement, human resource, budgeting/expenditures and trainings. Coordinate with NEA HQ on returns and reporting.

  • Coordinate with NEA HQ on Green Bond matters and returns.

What we are looking for

  • Bachelor’s degree in Accountancy, Finance, Business or ACCA

  • Chartered Accountant would have and added advantage

  • Minimum 10-12 years of professional experience in finance operations and financial reporting, with at least 3 years in a leadership or managerial role.

  • Ability to work in a fast paced and dynamic work environment, quick thinker and an effective problem solver.

  • Ability to prepare management report, KPIs, and presentations for senior leadership and headquarter.

  • Strong leadership, stakeholder management, writing, analytical and communication skills.

  • Proficient in Microsoft Office applications.

  • Pleasant personality; mature, independent, and resourceful; highly self-motivated; adaptable to diverse work scopes.
