Manager, Grant Compliance Audit (ECD) (1 year temporary contract)

What the role is

Enforcement and Compliance Division (ECD) is part of SSG’s Incentives Management and Enforcement Group (IMEG) which contributes to pan-organisational efforts of building an effective, responsive, and inclusive CET eco-system through effective grant management, Skills Development Levy Collection, and enforcement against external fraud and abuse. Through monitoring, intelligence gathering, analytics and investigation efforts, ECD drives SSG’s enforcement actions against errant entities and individuals to prevent fraud and abuse or contraventions of SSG’s funding, the Private Education Act, SkillsFuture Singapore Agency Act, Skills Development Levy Act and the respective regulations under the purview of SSG.

What you will be working on

Reporting to the Team Lead, this officer will join a team that manages grant compliance audits and process audits to ensure grant recipients comply with funding terms and conditions. Key Responsibilities Audit Management • Support Grant Compliance Audit (GCA) team in its review of grant compliance audit frameworks, strategies, audit coverage and scope to ensure effective checks are conducted in relation to the funding terms and conditions on grant recipients (Competency: Audit Risk Management) • Review audit reports and findings submitted by appointed external auditors and make recommendations on corrective actions (Competency: Report Writing & Policy Development) • Coordinate and manage responses to internal and external stakeholders, including audit preparation, handling clarifications and resolving audit issues and observations. (Competency: Audit Management & Delivery) • Ensure related follow-up actions are completed to ensure grant recipients’ compliance to the funding terms and conditions (Competency: Audit Management & Delivery) • Manage the delivery and performance of service providers / appointed auditors assigned to conduct compliance audits to maintain high service standards (Competency: Contract & Supplier Management) Leverage Data Analytics • Assist GCA team to perform data analysis for audit risk profiling and case selection (Competency: Data Analysis & Risk Assessment)

What we are looking for

• Possess the required competencies to execute the job duties proficiently • Up to 5 years of relevant work experience in internal or external audit or related functions • Skilled in using technology, statistical techniques or analytical/computer packages (e.g. Microsoft Excel) to derive insights and patterns and explaining the insights/patterns in coherent and simple terms. • Possess sound analytical and policy acumen with good writing, communication, stakeholder engagement, project management and presentation skills • Keen interest to keep abreast of new trends and developments to identify opportunities to improve policies, processes or strategies • Driven, meticulous and able to multi-task and work with minimal supervision • Resilient, adaptable and quick learner who is comfortable working in a fast-paced and dynamic environment • Knowledge related to financial, accounting and audit principles, internal control frameworks, risk management and controls would be advantageous Candidates are encouraged to create a Careers & Skills Passport (CSP) account and include the public CSP profile link in their application.
