As part of the General Accounting & Fixed Assets team, within the Finance Shared Services Centre (FSSC), you will play a pivotal role in accounting for fixed assets and expenditure, making improvements through streamline and transform how things are done, and make a meaningful contribution to public sector finance.
MHA's FSSC supports the Ministry and its Home Team Departments (HTDs) - Singapore Civil Defence Force, Singapore Police Force, Immigration and Checkpoints Authority, Central Narcotics Bureau, Singapore Prison Service, Home Team Academy, and MHA Headquarters, by delivering efficient and reliable financial services. You will be part of the team managing the accounts and ensuring that the fixed asset register is complete and in compliance with prevailing polices, law and regulations.

What you will be working on
Key Responsibilities
You will need to perform a wide variety of roles and engage a diverse group of stakeholders in the following areas:
1. General Accounting & Reporting
a. Ensure timely and accurate accounting and reporting across the General Ledger and Fixed Assets, covering system reconciliations, General Accounting Reporting, Development Project-in-Progress (DPIP) reports, and the Consolidated Fixed Asset Schedule for management, statutory reporting, and audit reviews.
b. Maintain the Fixed Asset Register in accordance with prevailing policies, through period-end reporting, reconciliations, and investigation of discrepancies.
2. Asset Capitalisation & Compliance
a. Review and assess development expenditure across the Home Team's projects to determine correct accounting treatment and perform asset capitalisation in accordance with FRS 16 (Property, Plant and Equipment).
b. Review lease expenditure, compute and capitalise Right-of-Use assets in compliance with FRS 116 (Leases).
3. Process Improvement & Automation
a. Drive process reviews and data analysis to strengthen governance, improve efficiency, and raise accounting standards across MHA.
b. Lead automation and process improvement initiatives, leveraging a suite of automation tools and data analytics dashboards to transform accounting and reporting workflows.
4. Capability Building & Stakeholder Engagement
a. Build capability across Home Team Departments through training and guidance on fixed asset matters and accounting standards.
What we are looking for
We are looking for a highly motivated individual with the following experience and qualifications:
a) Experience
• Qualifications in Accountancy
• Prior experience in Audit will be an advantage
• Experience in Finance domain knowledge in government financial and procurement procedures will be an added advantage
a) Knowledge
• Strong accounting knowledge, particularly in asset capitalisation and the application of FRS 16 and FRS 116.
• Familiarity with automation tools and data analytics dashboards to support process transformation.

• Proficient in innovating with technology to streamline and automate daily work and in Excel.
• Meticulous with a keen eye for detail and strong analytical skills.
• Effective communicator with strong written, verbal, and interpersonal skills to engage a wide range of stakeholders.
