Assistant Director (Forward Planning), Engagement Group

What the role is

As the planning and development arm for community engagement of the People’s Association, the Engagement Group initiates, plans and develops community engagement policies and programmes to support national agenda for social development (e.g., integration, health, sustainability, purposeful ageing, social mixing, emergency preparedness, etc.) so as to foster a vibrant, caring and united Singapore.

Assistant Director (Forward Planning) will assist Deputy Director (Forward Planning) to support Group Director (Engagement) in developing PA’s engagement strategies that are future-ready and responsive to the changing operating context in our community and PA.

Assistant Director (Forward Planning) will support Deputy Director (Forward Planning) who is heading the Forward Planning Department to provide planning and development support to the five Divisions in Engagement Group as these five Divisions carry out their respective rebalancing and remodeling of structures, processes, capabilities and evaluation methods to significantly improve the engagement outcomes in a resource-lean setting.

What you will be working on

Key duties and responsibilities that need to be performed to meet the primary objective of the job will include the important result areas (what) along with the rationale (why).

Corporate Planning

  • Assists DD (Forward Planning) in the corporate and strategic planning efforts of the Engagement Group to ensure PA is future-ready and responsive through evidence-based, forward looking, collaborative and highly effective engagement modalities.
  • Strategises, plans, organises, tracks and reports the Engagement Group’s Workplan, Mid-Year Review, CoPs, training, learning journeys and deliverables in accordance with the Group’s Annual Planning Cycle.
  • Tracks, manages and coordinates the agenda and follow-ups for the transformation of Engagement Group (in particular the nine priority projects identified for transformation across the five Divisions.)

Measurements and Evaluation

  • Assists DD (Forward Planning) to plan, develop and implement an evaluation plan, including the selection and use of appropriate outcome measures, to measure the effectiveness of the transformation of engagement.
  • Develops, improves and maintains a strong system for collecting and analysing data on programme outcomes and effectiveness.
  • Keeps relevant and abreast with public sector developments in programme evaluation and outcome measurements.

Relationship Management

  • Manages stakeholder networks (WoPA and WoG).

Staff Development and Compliance

  • Supports DD (Forward Planning) in managing staff and team development which includes identifying training needs, coaching, and assessing staff and team performance.
  • Handles the departmental procurement and financial processes to ensure IM compliance.
  • Ensure staff record and archive activities materials and information for future reference (knowledge management)

What we are looking for

Other duties assigned by the Supervisors, including:

  • Representing Engagement Group at official meetings, events or working committees (internal & external).
  • Any other duties as assigned by DD (Forward Planning), Group Director (Engagement) and PA Senior Management.
