What the role is

The Infrastructure Planning and Design Department 2 (IPDD2), Land Planning Branch consolidates land needs, safeguards and secures land for NEA, serving as NEA’s point of contact with URA and other land agencies.

What you will be working on

You will mainly be responsible for the following:

  • Front land matters for NEA with land agencies in safeguarding and securing land to support NEA’s infrastructural development and operational needs

  • Prepare NEA’s updates to the annual National Infrastructure Plan (NIP) including close coordination with relevant stakeholders

  • Maintain a land inventory for NEA which requires working closely with NEA departments to understand their development project needs and collate land information of existing NEA facilities

  • Conduct site search for required NEA’s infrastructures

  • Participate/support NEA departments in various technical studies for their development projects involving land matters

  • Present to senior managements on land matters

  • Provide updates to Ministry on land matters

You will also be required to manage and coordinate regular meetings within NEA to support senior management’s participation in URA's Long Term Plan, Mid Term Refresh and Master Plan meetings which focus on important planning policies for Singapore as well as in MND’s Infrastructure Implementation & Planning Office’s quarterly Infrastructure Implementation Committee (IIC) meetings and half-yearly Infrastructure Implementation Steering Committee (IISC) meetings. The work includes:

  • Review of meeting materials and work with relevant departments to prepare NEA’s assessment/comments

  • Collate and clear commentary, finalised attendees for the meetings and clear notes of meeting

What we are looking for

  • Engineering degree

  • At least 3 years of relevant working experience in the areas of land planning, infrastructure planning and development

  • Strong analytical and problem-solving skills

  • Proficient in Microsoft Office suites of software, familiar with AutoCAD & Geographic Information System software (e.g. QGIS in creating a location map layer, shapefiles, styling etc)

  • Familiar with government procurement functions

  • A good team player with strong interpersonal skills

  • Good written and spoken communication skills

  • Adaptable to diverse work scopes

  • Outgoing and pleasant personality

  • Mature, independent, resourceful and highly motivated
