The Planning & Organisation (P&O) team under HTA’s Centre for Planning & Technology (CPT) is responsible for charting the development of HTA as an effective and forward-looking organisation. It drives HTA’s strategic planning, corporate planning as well as resource management processes to ensure the alignment of systems, technologies, capabilities and behaviours to facilitate HTA’s continuous transformation and organisational excellence.
To this end, the jobholder will be primarily responsible for formulating and coordinating strategic plans and directions for HTA in support of HT Transformation. The jobholder is also responsible for leading and organising corporate planning activities (i.e. Workplan Seminar, Corporate Retreat, Leadership Group Forum), with support from the team. The jobholder will also need to maintain and update HTA’s risk register, and work with Centres to reduce key risks and mitigate new risk areas.
Secondarily, he/she may, together with the P&O team, support the resource planning process which ensures that HTA’s short and long-term financial and manpower needs are met. The jobholder may also support the review of HTA’s KPIs to ensure continued relevance, robustness and effectiveness.

What you will be working on
(Primary) Strategic Planning
• Leverage futures concepts and methodology to drive HTA’s strategic planning.
• Work with HTA Centres to formulate strategies to support HTA’s transformation.
• Study possible futures/future events which might affect HTA’s core business.
• Identify information on emerging trends and implications on HTA.
(Primary) Corporate Planning Activities
• Work with HTA Centres to co-create organisational strategies to drive HTA’s transformation.
• Meet and drive HTA’s near and mid-term needs through annual Workplans
• Strategise HTA’s long-term direction through Masterplans.
• Coordinate and develop coherent narrative for HTA’s master plans.
• Lead HTA’s annual corporate planning process through activities such as the Workplan Seminar, Leadership Group Forums and Corporate Retreats.
(Primary) Risk Management
• Develop and maintain a risk‑management framework aligned with MHA policy.
• Identify, assess, and prioritise operational, financial, reputational and compliance risks.
• Keep an up‑to‑date risk register; assign owners and monitor mitigation actions.
• Produce regular risk‑status reports and dashboards for HTA leadership and MHA.
• Track regulatory and policy changes that may affect HTA’s risk profile.
• Analyse risk data using analytics/visualisation tools to provide predictive insights.
• Audit support:
o Coordinate with internal and external auditors, working with Centres to supply required risk documentation and evidence.
o Conduct pre audit risk assessments to identify gaps and recommend corrective actions, if necessary.
o Track audit findings, ensure timely remediation, and report progress to senior management.
(Supporting) Resource Management
• Manpower planning
o Plan and review HTA’s organisational structure and manpower needs.
• Budget planning
• Plan and review HTA’s long-term financial budget KPIs
o Review and propose new/refined KPIs in line with HTA’s business needs and transformational plans.
o Monitor organisational performance in accordance with identified outcomes/performance indicators, in the following areas:
Coordinate annual review of organisational performance indicators with PS/HA.
Coordinate HTA’s broad-based survey to measure HT officers’ satisfaction, twice a year.
Report HTA’s performance of identified performance indicators at monthly HTA Staff Meeting.
What we are looking for
Knowledge and skills
• A good Bachelor’s degree from a recognised university
• Strong knowledge of trends and issues affecting the HT
Experience
• At least 3 years’ experience in MHA or HTDs
• Relevant experience in a strategic planning or organisation development capacity would be an advantage

• Strong analytical and critical thinking skills
• Articulate with excellent writing and presentation skills
• Effective communication and engagement skills to secure buy-in from stakeholders
