Deputy/Assistant Head, Communications

What the role is

The National Research Foundation (NRF) is a department within the Prime Minister's Office. NRF sets the national direction for research, innovation and enterprise (RIE) by developing policies, plans and strategies; funding strategic initiatives that strengthen our scientific and technological capabilities, growing the RIE talent base, and enabling economic and national impact through research and innovation. The Communications Division works closely with all divisions across NRF to drive the RIE agenda in Singapore, including communicating RIE’s priorities and strengthen public and stakeholder understanding of NRF’s work. As part of the team, you will support a wide range of communications work, from strategic messaging and media relations to content development, media monitoring and event management. You will also contribute to flagship events and senior management engagements that profile NRF’s role in Singapore’s research and innovation ecosystem. This role will provide the opportunity for a communications professional who enjoys working at the intersection of policy, science, technology and audience engagement, and who is keen to help tell the story of Singapore’s research and innovation journey.

What you will be working on

Responsibilities • [Strategic comms] You will support the planning and delivery of strategic communications to build stronger awareness of NRF’s work and deepen engagement with key stakeholders. This includes refining key messages, ensuring alignment with NRF’s broader communications narrative, coordinating announcements, and working with internal teams, partners and senior leaders to communicate complex issues clearly. • [Media relations] Plan and manage media events including drafting press materials coordinating media events, handling media queries, supporting interview arrangements, and tracking media coverage. • [Content creation & curation] Conceptualise content for various purposes and platforms, including for NRF’s social media channels, speeches, presentations, corporate materials and other communications collaterals. • [Media monitoring] Work with appointed media monitoring vendor to prepare and disseminate daily news briefs, as well as develop summaries and analysis of media coverage on key RIE-related issues where required. • [Events Management] Plan and manage overall logistics for flagship events and senior management engagements.

What we are looking for

• Background in Mass Communication, New Media, Design & Media preferred; • Minimum 2 years of relevant working experience in communications, media relations, public affairs, content development or a related field; • Excellent communication and interpersonal skills with the ability to work effectively with internal teams, external partners and senior stakeholders; • Meticulous and a strong team player who is self-motivated and comfortable working across different types of projects; • Keen interest in science and technology topics; • Experience in science communication would be useful, though not mandatory.

About National Research Foundation

The National Research Foundation (NRF) was set up on 1 January 2006 as a department under the Prime Minister's Office. It was set up to perform the following: a) To provide secretariat support to the Research, Innovation and Enterprise Council (RIEC), chaired by the Senior Minister; b) To coordinate the research of different agencies within the larger national framework in order to provide a coherent strategic overview and direction; c) To develop policies and plans to implement the five strategic thrusts for the national R&D agenda; and d) To implement national research, innovation and enterprise strategies approved by the RIEC, and to allocate funding to programmes that meet NRF's strategic objectives.
