Senior / Health Policy Analyst (Regulatory Policy)

What the role is

The officer will develop, implement and review regulatory policies for the healthcare sector to safeguard patient safety and welfare, protect public interest, and support quality care for Singaporeans. The officer will also support the Division in facilitating cross-agency issues between the Ministry of Health (MOH) and the Health Sciences Authority (HSA). You will be working in a fast-paced environment that would sometimes require the ability to manage several priorities and stakeholders at the same time

What you will be working on

You will be involved in the following key areas of work: • Develop and review regulatory policies for emerging healthcare services, including digital health platforms and assisted reproduction. • Monitor local and international regulatory trends to support policy development and anticipate future healthcare regulatory needs. • Support reviews and amendments of the Healthcare Services Act (HCSA), including reviewing regulatory standards for licensable services. • Engage stakeholders and the public to gather feedback and facilitate smooth implementation of regulatory policies. • Coordinate cross-agency matters as MOH’s desk head for HSA, including managing inter-agency issues and contributing to Whole-of-Government regulatory initiatives.

What we are looking for

Requirements • Relevant training in public policy, public health, or related disciplines; postgraduate qualifications are advantageous. • Relevant experience in policy formulation, implementation, or strategic planning; exposure to healthcare or legislation-related work would be an advantage. • Strong analytical and critical thinking skills, with the ability to analyse and interpret data. • Ability to engage stakeholders and work collaboratively across agencies. • Good communication skills, with the ability to convey policy considerations clearly in both written and verbal forms. • Adaptability in a fast-paced or evolving environment. Ideal candidate should also possess the following key competencies: • Learning & Putting Skills into Action - Possesses the drive and curiosity to learn and apply new skills, knowledge, and new ways of working. • Improving & Innovating – Ability to seek continual improvements, and to innovate and experiment while managing the risks involved. • Working Effectively with Stakeholders – Ability to mobilise and rally partners and stakeholders towards a collective purpose.
