What the role is

As the department head, Deputy Director (Cyber Capability & Engineering) leads and drives cyber efforts to build and strengthen MPA’s and Maritime sector’s cybersecurity posture, defence and capabilities so as to enhance Singapore’s ports’ resiliency, and support Singapore’s standing as a safe and secure global hub port in the digital economy with international recognition as amongst the leading global port authorities in maritime cybersecurity.

What you will be working on

To build the cybersecurity capability development for MPA and the maritime sector and serve as the subject matter expert (SME) in cybersecurity in the areas of operational technology technology (OT)/Internet-of-things (IoT), on-premise and cloud computing infrastructure solutions which include multi/hybrid cloud design and implementation.

KEY DUTIES AND RESPONSIBILITIES

To lead a team to: 

  • Architect best practice design, operations and support of operational technology (OT)/Internet-of-things (IoT), sensors, engineering systems and private/public/hybrid cloud infrastructure including compute, storage, network and security.
  • Oversee cybersecurity R&D, test-bedding,  OT skill development and  new technologies in partnership with industry and institutions of higher learning to innovate new OT solutions for vessels and port and port facilities in tandem with latest technology and cybersecurity landscape. 
  • Drive continuous enhancement and exploratory work to design, develop, test and deploy cybersecurity technologies for OT/IoT, new cloud infrastructure technologies and ICT infrastructure and databases. 
  • Keep abreast of the latest industry cybersecurity practices and technologies as well as emerging threats and vulnerabilities and provide insights and recommend appropriate controls and solutions for implementation to enhance maritime sector cybersecurity posture.
  • Examine the detailed designs of all MPA IT and OT systems to assess the robustness and adequacy of various security designs and controls against the latest cyber threats and risks in maritime sector, provide cybersecurity assessment to stakeholders departments to develop optimised, scalable and maintainable frontend and backend software systems, and introduce security controls to protect application infrastructure.
  • Oversee the security assurance testing program of MPA systems to maintain high level and that effective  protection controls are put in place, and develop strategies and plan to ensure critical information infrastructure of operators are in compliance with standards and code of practice. 
  • Oversee the provision of cybersecurity technical consultancy and advisory to MPA project teams. 

What we are looking for

  • Relevant experience in professional accreditations such as CISM, CISSP, CGEIT and CISA.
  • At least 10 years of experience in ICT /Operational Technology (OT) related role in the areas of cyber security engineering,  cyber security defence and capability development in a complex IT/OT or engineering environment.
  • Prior experience with OT infrastructure architecture concepts and technical background on OT/IoT and security for cloud architecture, will be preferred.
