What the role is

The Programme Evaluation (PE) team in MDDI's Data Office oversees the MDDI Family's Programme Evaluation framework and collaborates across MDDI-Family divisions to design, plan, and conduct programme evaluation, as well as to deepen capabilities in programme evaluation.

What you will be working on

As the SAD/DD leading the PE team in MDDI's Data Office, you will set the strategic direction for how MDDI Family approaches programme evaluation and drive the team's work across a range of programmes in the digital, communications and information domains. You will serve as a senior thought partner to divisional leaders and agency heads on matters of programme performance and policy effectiveness, while supervising and developing a team of evaluation professionals. This role includes but may not be limited to the following responsibilities: • Lead and oversee the MDDI-Family Programme Evaluation Framework, including periodic reviews of its scope and standards to ensure it remains fit for purpose and aligned with the Ministry's priorities • Provide senior oversight across the team's portfolio of evaluations, ensuring methodological rigour and relevance of insights. This will involve: o Reviewing evaluation designs, Theory of Change frameworks, and KPI structures before they are presented to senior management or programme owners o Steering evaluation approaches for programmes of significant strategic importance, and where relevant, being directly involved in evaluation deep-dives alongside the team o Ensuring data-informed recommendations are systematically surfaced to inform senior management decision-making • Provide senior advisory and guidance to MDDI-HQ and agencies on programme evaluation. This includes: o Engaging Senior Management to advise on evaluation needs and advocate for evidence-based approaches to policy and programme design o Reviewing and endorsing evaluation approaches, Theory of Change frameworks, S.M.A.R.T KPI structures, and data collection and evaluation plans proposed by programme owners o Positioning the PE team as a valued partner to divisions and agencies across the MDDI Family • Lead MDDI-Family Capability Development in Programme Evaluation, which requires: o Overseeing the design and delivery of learning programmes, workshops, and evaluation toolkits that are responsive to the evolving needs of programme owners o Championing a culture of evaluation and continuous improvement across the MDDI Family o Representing MDDI's PE function at inter-agency platforms and contributing to whole-of-government standards and best practices in programme evaluation • Supervise, coach, and develop a team of Senior Managers and Assistant Directors, setting clear priorities, managing workload allocation, and supporting their professional growth

What we are looking for

• At least 8-10 years of experience in programme evaluation, policy research, data analytics, or a related discipline, with a demonstrated track record of leading evaluation or research functions • Strong people leadership skills, with experience managing and developing teams • Ability to engage and influence senior stakeholders, and translate complex analytical findings into clear, actionable recommendations for decision-makers • Familiarity with data visualisation tools (e.g., Tableau) and programming languages (e.g., Python) is an advantage • Strong critical, analytical, and systems-thinking skills, with the ability to distil complex processes into clear and actionable insights • Excellent written and verbal communication skills, with the ability to communicate effectively across different levels of seniority • Able to thrive in a fast-paced environment and manage a portfolio of concurrent priorities • Qualifications in Public Policy, Economics, Statistics, Data Science, or a related field Please note that only shortlisted candidates would be notified.
