What the role is

Successful candidate will be appointed on a contract basis and will be seconded to the Ministry of Culture, Community and Youth (MCCY).

At MCCY, we aim to build a cohesive and resilient society, deepening the sense of national identity and affinity for Singapore through strengthening community bonds, promotion of the arts and heritage, youth engagement, sports development, volunteerism and philanthropy.

The Registry of Muslim Marriages aims to be a world class marriage institution that provides support for the building of strong and stable families. The Syariah Court (SYC) is a key institution for the Singapore Muslim community and seeks to be a reliable, dynamic and just court which inspires confidence to best serve the Muslim community.

You will work with our team to elevate ROMM-SYC's profile and deepen public understanding of both agencies' mandates, programmes, and services. You will spearhead strategic communications initiatives and cultivate meaningful partnerships with key stakeholders to advance ROMM-SYC's objectives. Through close collaboration with strategic partners, you will ensure unified messaging and leverage cross-agency synergies to effectively communicate initiatives focused on strengthening Muslim families and resilient marriages.

What you will be working on

  • Develop and implement communications strategy and produce relevant content to promote ROMM-SYC key messages on marriage resilience, parenting support, preschool readiness and strengthening Muslim families.

  • Drive public education to promote awareness and understanding of the available programmes and services.

  • Manage media engagement for ROMM-SYC programmes.

  • Maintain strategic partnerships with M3 agencies, government and community agencies, and religious institutions.

  • Plan and execute engagement activities and capability building programmes for ROMM-SYC stakeholders.

  • Collaborate with internal and external stakeholders to ensure consistent application of brand identities and communication goals.

  • Provide regular support and updates to management on progress towards key deliverables.

What we are looking for

Work Experience

  • Tertiary qualification with 3-5 years’ experience in Marketing, Communications or related field.

Competency Requirements

Clear and Concise Writing

  • Express main ideas clearly and concisely in writing.

Communications Strategy

  • Develop communications strategies and programmes to achieve agency and national objectives

  • Translate communications strategy into detailed initiatives and plans to convey key messages and information relating to national agenda/ policy shifts

Media Relations

  • Develop media engagement strategies and foster media relationships to manage media responses and further agency's organisational goals

  • Prepare media release and manage media query responses

Stakeholder Engagement

  • Identify, analyse, and prioritise stakeholders across diverse domains, and develop targeted engagement approaches.

  • Build and maintain effective relationships with varied stakeholders, demonstrating cultural sensitivity and aligning partnerships with organisational goals.

Data-driven Analysis

  • Utilise data analytics to review communication strategies, programmes, and initiatives, assessing their effectiveness and impact

  • Develop evidence-based recommendations for new or improved strategies, leveraging insights from complex data analysis

Personal Attributes

  • Strong organisational and coordination skills to manage multiple tasks in a fast-paced working environment.

  • Able to work in a team and independently.

  • Proactive in seeking opportunities to collaborate with other parties.

  • Able to manage multiple high-priority projects simultaneously
