The Strategic Planning and Research Group (SPRG) was set up in Nov 2023 with the mission of gearing HDB up to address future challenges, in light of the increasingly rapid shifts in HDB’s operating environment and growing complexity of issues. To that end, SPRG performs horizon-scanning and foresight work to identify longer-term issues that may affect the public housing landscape, and spearheads the development of cross-cutting strategies to respond to these issues.
The Strategic Policy Planning Section (SPOPS) in SPRG takes a centralised and directive role in driving emerging, long-range and cross-cutting issues. The section studies gaps, translates priorities into strategies, develops broad policy thinking, defines clear outcomes/deliverables for each strategy, identifies/commissions Groups/Workstreams to develop supporting policies and programmes, and incubates pilot initiatives. These issues are multi-faceted spanning diverse domains such as housing narrative, flat typologies, housing model/policies, etc. Current priority areas include Senior Living and the Treatment of Returned HDB Flats.

What you will be working on
As a Strategic Policy Manager in SPOPS, you will be part of a multi-disciplinary team of planners, architect and policy officers working to pre-empt emerging challenges and better position HDB for the future. Your work will span the full policy development cycle, from early-stage research to the conceptualisation of new policy directions and programme designs.
Specifically, you can expect to:
• Study emerging gaps in Singapore's housing landscape and develop policy initiatives and responses to address them
• Conduct research and literature reviews on priority issues and key challenges affecting HDB, such as our rapidly ageing demography, variegated leases, etc
• Conceptualise broad policies to address priority issues, and support the development of initial pilots for implementation
• Collaborate with HDB divisions, government agencies, and external stakeholders to review existing policies and conceptualise new ones
• Contribute to discussion papers, thinkpieces and policy briefs for Senior Management
What we are looking for
• At least two to three years of policy-related work experience, with a keen interest in substantive, forward-looking issues relating to Singapore’s longer-term urban landscape and public housing environment
• A strategic mindset and strong critical thinking skills, with the ability to synthesise a information spanning planning, policy, and social dimensions into clear, coherent, and actionable insights
• Comfortable navigating complexity and ambiguity, and able to structure open-ended problems into well-grounded recommendations
• Ability to think beyond conventional approaches and present alternative perspectives
• Excellent communication, analytical and writing skills. You must be able to work effectively in a team, build good rapport with counterparts across different levels and coordinate well across multiple stakeholders.
• Ability to translate data insights into policy implications; experience with data analytics would be advantageous.
Successful candidates will be offered a 1+1 year contract.
