The Strategic Planning and Research Group (SPRG) was set up in Nov 2023 with the mission of gearing HDB up to address future challenges, in light of the increasingly rapid shifts in HDB’s operating environment and growing complexity of issues. To that end, SPRG performs horizon-scanning and foresight work to identify longer-term issues that may affect the public housing landscape, and spearheads the development of cross-cutting strategies to respond to these issues.
The Strategic Projects Planning Section (SPRPS) in SPRG conceptualises and incubates new programmes for HDB’s implementation, to translate broad strategies into concrete action. The team’s current focus is to develop the plans for the new Voluntary Early Redevelopment Scheme (VERS), which will be HDB’s next major undertaking in the coming decades. Min(ND) has publicly shared that the broad framework for VERS will be developed in the current term of Government, with a few selected sites potentially staged in the first half of the next decade. SPRPS plays an integral role in devising the land planning considerations and potential staging programme for the scheme.

What you will be working on
As a Planner in SPRPS, you will be involved in:
• Establishing overarching parameters to guide the staging of sites for VERS.
• Formulating redevelopment plans for towns based on localised considerations and syncing these into a coherent island-wide programme.
• Securing the land resources required to successfully implement the projected programme.
• Supporting the redevelopment masterplanning of HDB towns and estates, ensuring alignment between physical replanning strategies and the broader parameters/ policy objectives of the VERS programme.
• Working together with relevant Groups and agencies to ramp up the infrastructure sector’s preparations for a significantly larger scale of redevelopment implementation than past Government programmes.
Beyond strategic planning, the work may involve elements of physical planning, social research and data analysis.
What we are looking for
• Background in Town/Urban & Regional Planning, and/or planning-related work experience.
• Ability to translate data insights into policy and planning implications. Strong experience with Microsoft Office (particularly Excel), ArcGIS Pro and data analytics would be advantageous.
• Strong interest in the longer-term urban landscape and public housing environment of Singapore, in terms of both physical and social fabric.
• Strong communication, analytical and writing skills. You must be able to work effectively in a team, build good rapport with counterparts across different levels and coordinate well across multiple stakeholders.
Successful candidates will be offered a 1+1 year contract.
