Ministry Of Social And Family Development
Manager/Senior Manager (RMI-Risk Management), FLG/SVC
Permanent/Contract
Closing on 05 Jun 2026What the role is
At Family Life Group (FLG), our mission is to build strong and resilient families and support them through all stages of life, towards the vision of making Singapore a great place for families.
The Services Division administers Government services and schemes that enable and encourage family formation.
The Risk Management and Investigation (RMI) Branch safeguards the integrity of the Government-Paid Leave and Benefits Schemes (GPLS) and Baby Bonus Schemes by developing and maintaining robust risk management frameworks, including investigations and ensuring that claims under the Child Development Co-Savings Act (CDCA) are administered with integrity and accountability.
What you will be working on
This role offers a meaningful opportunity to strengthen the risk management frameworks underpinning national family support schemes. You will play a key role in identifying, assessing, and mitigating risks across the GPLS, working closely with internal and external stakeholders to uphold the integrity of public schemes. The key responsibilities are as follows.
(a) Risk Management and Framework Development
You will be responsible for the development, review, and continuous improvement of risk management frameworks and controls for the GPLS. This includes monitoring emerging risk trends, evaluating the effectiveness of existing controls, and recommending enhancements to risk detection and mitigation strategies. You will also contribute to risk reporting and maintain documentation that supports sound governance and accountability.
(b) Risk Assessment and Appeals
You will manage the risk assessment phase of the GPLS claims process, reviewing and adjudicating appeals from claimants flagged by the risk detection model. This requires careful evaluation of each case on its merits, sound judgement in determining outcomes, and thorough documentation to ensure decisions are well-supported and defensible.
(c) External Audit Oversight
You will be responsible for managing appointed external auditors engaged to review the GPLS, ensuring the audit process is conducted effectively and that findings are properly addressed. This includes overseeing procurement, liaising with auditors, and working with stakeholders to address audit observations in a timely manner.
(d) Case Management and Follow-up
You will manage GPLS cases referred to RMI, reviewing case details and coordinating with the GPLS operations team and other relevant stakeholders to determine and follow through on the appropriate course of action.
What we are looking for
• We are looking for someone who is analytical, meticulous, and driven, with a strong foundation in risk management principles and the ability to assess complex situations and exercise sound judgement.
• Experience in risk management, audit, or compliance would be advantageous.
• You should be comfortable working both independently and collaboratively and be able to engage effectively with internal and external stakeholders across the public sector.
• Strong written and communication skills are essential.
