What the role is

At MCCY's Community Relations and Engagement Division, the Community Strategies and Insights (CSI) team plays a pivotal role in Singapore's efforts to strengthen social cohesion. We bring together our multi-racial, multi-religious communities, fostering bonds that help realise Singapore's vision of a cohesive and harmonious nation. CSI's Community Strategies unit shapes the strategies and programmes that support and uplift the communities we serve. We work alongside community leaders, public agencies, and passionate organisations to turn ideas into action — designing strategies that open doors, build bridges, and develop the next generation of community leaders. In this role, you will work closely with the Singapore Indian community ecosystem as part of MCCY's broader efforts to build a stronger, more cohesive Singapore. You will coordinate efforts across the ecosystem with the shared aim of improving community outcomes, fostering a strong sense of shared identity and belonging, and building a robust pipeline of community leaders. What you will be working on

You will: • Lead the unit and provide direction across its workstreams, guiding your team to deliver quality work that advances community development. This requires both strategic thinking and the ability to engage directly with the work when needed. • Draw on qualitative and quantitative data to make sense of complex community dynamics, identify emerging needs and opportunities, and sharpen the policies and programmes that follow. • Connect the dots across the team's portfolio, anticipate challenges, and ensure the unit's efforts are coherent and grounded in evidence. This includes overseeing platforms like the Indian Engagement and Development Initiative (INEI) and guiding the development of programmes that span a range of domains: religion, socioeconomic opportunities, culture, youth and sports, and language, heritage and the arts. • Lead the team to develop strategies that foster social mixing and integration through shared interests and activities such as arts, sports and food, and contributing to a Singapore where diversity is genuinely celebrated as a pillar of national strength. • Organise workstreams in a structured and purposeful way, manage competing stakeholder demands, and hold the team to a high standard of quality and timeliness. • Mentor and develop your officers, guiding them as they grow and realise their potential.

What we are looking for

Work Experience: • At least eight years’ relevant experience in policy development, strategic planning, or ecosystem-building. • Supervisory experience would be advantageous. Competency Requirements: • Strong critical thinking and clear written communication • Proficiency in data and quantitative analysis • Skilled at managing stakeholder relationships across diverse groups • Manages competing priorities effectively while maintaining a clear strategic perspective. Personality Traits: • Motivated by community development and social cohesion • Comfortable navigating ambiguity in a fast-moving environment • Self-initiated and adaptable • Driven by a genuine desire to contribute to a greater purpose.
