What the role is

We are looking for a motivated officer to uphold environmental public health standards through investigation and enforcement work at NEA's Central Regional Office. In this role, you will be part of the Investigation and Enforcement Section (IES), conducting end-to-end investigations and enforcement actions against offences under relevant legislation, including but not limited to the Environmental Public Health Act (EPHA), Control of Vectors and Pesticides Act 1998 (CVPA), and Public Cleansing Act (PCA), in support of NEA's public health objectives.

What you will be working on

You will report to the Manager and work within a team of officers in the IES, under the overall supervision of the Senior Manager, and your responsibilities will include:

  • Conducting end-to-end investigations into environmental public health offences, including reviewing evidence, conducting searches via RPA tools and government systems, and preparing thorough investigation reports with recommendations for appropriate enforcement action.
  • Interviewing alleged offenders and relevant parties, which may include home visits and other face-to-face engagements.
  • Coordinating with sanitation officers and relevant agencies to gather and verify evidence, and serving the necessary letters and notices to alleged offenders and relevant parties.
  • Managing and monitoring enforcement cases using RPA tools, preparing enforcement-related correspondence, and ensuring timely follow-up on all case actions.
  • Addressing feedback and queries from members of public and alleged offenders, and supporting the appeals process within established timeframes.
  • Maintaining accurate case records, and liaising with the Legal Division on court matters.

What we are looking for

The job might be for you if you possess the following requirements and qualities:

  • Meticulous and analytical, with the ability to synthesise information from multiple sources, review evidence, identify relevant facts, and produce well-documented investigation reports. Strong reasoning skills and proficiency in data analysis would be an advantage.
  • Experience in investigation and enforcement work would be advantageous.
  • Strong mental resilience and professionalism, with the ability to remain calm and objective when handling sensitive or difficult interactions.
  • Good interpersonal and communication skills, with the ability to conduct interviews professionally and confidentially, and engage effectively with members of public, alleged offenders, and internal and external stakeholders.
  • Organised and able to manage multiple cases simultaneously, with strong administrative and documentation skills.
  • Proficient in Microsoft Office applications (Word, Excel, PowerPoint), with an interest in leveraging technology and data systems to support enforcement work.
  • A team player who is independent, resourceful, and comfortable working in a fast-paced environment that balances office-based work with occasional field engagements.
