By 2030, almost a million Singaporeans will be aged 65 and above, and there will be an increased demand for aged care services including Senior Care Centres (SCCs) and Active Ageing Centres (AACs). To reduce social isolation and delay cognitive and physical frailty among seniors, MOH has: (i) expanded the number of AACs to support well seniors with improved the range of services and programs offered at the AACs, and (ii) improved the capacity and utilisation of SCC services to serve a subsegment of seniors who need supervision and assistance in activities of daily living (ADL) when their caregivers are at work.
However, ground implementation of AACs and SCCs may be varied. Some AACs have managed to attract many seniors to their centres and created a lively environment for seniors, while other AACs may not be as successful in outreaching to seniors. Different SCCs may have varying services which may not fully address the emerging needs of seniors (e.g. dementia care, custodial care, community rehabilitation).
The Centre-Based Care & Social Support (CCSS) team (under the Ageing Planning Office in the Ministry of Health) is at the forefront of overseeing the overall strategy, policy, resourcing and governance for AAC and SCC services. The end goal is to enable seniors to remain well and socially engaged in the community and ensure service providers are uplifted to play such roles to support our seniors.

What you will be working on
You will play a role in designing and implementing policies for AAC / SCC. This includes working with MOH departments and partners such as the Agency for Integrated Care (AIC) to design policy levers (e.g., care models, sector structure, and capacity planning) to meet seniors/caregiver needs in the community. You will also review resourcing models (e.g. budget, manpower, infrastructure and site allocation), develop and implement governance structures supporting the provision of AAC and SCC services, and evaluate cost-effectiveness of new service models and make recommendations. Working closely with AIC as the lead implementation partner, you will co-develop strategies that translate policy intent into outcomes on the ground.
This will also require a strong ability to collaborate closely with and work through stakeholders to implement these strategies. Public sector experience in service design, managing budgetary/procurement processes or large-scale infrastructural projects will be beneficial.
You will be working in a fast paced and highly volatile environment that would require the ability to manage multiple priorities and stakeholders at the same time.
