Human Resource, Administration, Facilities, Security, Assets, Finance and Procurement are necessary corporate services to support the manpower resources, office management, financial and purchasing activities that are required to run the business of RDM division. These functions also provide data and reports to give insights to RDM management in their planning. Corporate Services runs the operations and governance and provides tactical & important data to guide the management in their strategic planning and critical decision making, getting buy in from customers and optimization of limited resources to deliver output, meet performance indicators, increase productivity that support RDM’s contributions to the delivery of NLB’s strategic outcomes on reading, learning & info literacy, future libraries, and excellence in Singapore & regional content.

What you will be working on

  • Accountable for meeting the key performance indicators and deliverables of the department through strategizing, planning and providing direction and aligning to the larger division’s direction, to support the strategic outcomes of NLB.
  • Strategize and drive transition of services/systems, such as transition of contracts and vendors and tech refresh of financial systems.
  • Plan, lead and oversee the running and governance of the administration, building and facilities, security, assets, HR, finance, budget and procurement functions.
  • Oversee corporate matters, such as reviewing of insurance coverage, knowledge management of division and department framework and records, and business continuity, including crisis and risk management.
  • Lead, direct and oversee staff to meet the compliance in major functions such as finance and procurement, through internalizing policies and guidelines (e.g. IM, MOF FC).
  • Oversee internal/external audits on purchases, budget utilization, etc.
  • Lead, plan and direct on implementation of SOPs/guidelines and the conduct of regular communication sessions to share best practices.
  • Appointed project manager and tender evaluation committee member for division/cross-division projects.

What we are looking for

  • Preferably more than 8 years of relevant experience in business, finance or HR, and at least 6 years in a supervisory position.
  • Strong leadership and the ability to influence.
  • Good communication and interpersonal skills.
  • Ability to multitask, a strong team player and meticulous.
  • Strong analytical perspective, judgement and helicopter thinking.
  • Knowledge in statistical or costing analysis is an advantage.

The successful applicant will first be appointed on a 2-year contract basis.
