What the role is

As Singapore's lead planning agency for after-death facilities and services, NEA plays a critical role in ensuring that the after-death infrastructure keeps pace with demographic shifts, evolving public expectations, and sustainability imperatives. The Memorial Facilities Planning Division is at the heart of this work, overseeing the long-term planning and provision of these facilities.

In this role, you will lead the planning and launching of new after-death facilities and services, with a particular focus on the sustainable management of cremated human ashes. You will work at the intersection of policy, planning, and operations - translating strategic intent into tangible outcomes that serve Singaporeans at one of the most sensitive moments in their lives.

This is an individual contributor role that demands close collaboration with a diverse range of internal and external stakeholders, including government agencies, industry partners, and members of the public. You will take on project and contract management, finance and procurement responsibilities, and will be expected to bring both rigour and empathy to your work.

What you will be working on

Your job responsibilities include:

  • Lead the planning and developing after-death facilities and services, and managing consultants and contractors through all project phases
  • Drive feasibility studies and pilot programmes for new initiatives, translating findings into actionable recommendations
  • Formulate policy and operational strategies to complement and strengthen the provision of after-death facilities and services
  • Develop data-driven insights to support evidence-based decision-making
  • Review and develop relevant policies and regulations, ensuring they remain relevant in a changing landscape
  • Engage sensitively and professionally with members of the public on feedback and enquiries relating to after-death matters
  • Adapt to evolving priorities and contribute to cross-divisional efforts as required

What we are looking for

Job Requirements:

  • At least 5 years’ working experience in planning, policy, or policy implementation related roles
  • Experience with development project management, policy, or land-use planning will be an advantage
  • Familiar with government procurement practice and processes and experience in contract or vendor management will be an advantage
  • Strong analytical and problem-solving skills with ability to conceptualise and develop practical solutions to complex challenges
  • Strong inclination towards change management and/or transformation projects, with the drive to see initiatives through from conception to implementation
  • Creative thinking balanced with meticulous attention to detail
  • Good written and verbal communication skills, with the ability to present ideas clearly and persuasively to diverse audiences
  • Good interpersonal skills and a collaborative spirit, with experience working across internal teams and external stakeholders
  • Thrives in a fast-paced environment and can manage multiple priorities and stakeholders at the same time.
  • Self-driven disposition and a growth mindset, with the initiative to take ownership of your work
  • Able to handle sensitive matters with discretion and professionalism
