What the role is

The incumbent serves as a training coordinator in community training programs, managing the end-to-end process from course registration to completion. The incumbent coordinates with multiple stakeholders across Singapore Prison Service, training providers, and community partners to ensure delivery of skills development programs for offenders serving their sentence during community-based programs. The incumbent is responsible for both operational coordination and improvement of training processes that directly impact offender rehabilitation and reintegration outcomes.

What you will be working on

Training Operations and Administration • Assist with the coordination and administration of offenders’ training in the community. The preparation and placement of offenders for training in the community includes registration of courses, course placement liaison and developing relevant communication materials to support training in community. • Administrate a training dashboard and is responsible for data collection and records management of community training numbers. • Plan and procures training services for offenders in community , which include crafting of tender specifications and conducting tender evaluations. • Assist with any internal and external audit matters pertaining to skills training community programmes. • Design communication materials to offenders on skills training and to maintain the training curricular for curated course runs. The officer is expected to conduct briefings to offenders. • Handles invoicing and payment related matters for skills training community. Evaluation Design and Analytics • Collaborate with Planning team through the provision and management of training-related KPIs ie. Training utilization, volume and audit results for community training. • Work with the Learning & Development team in outreaching to potential training providers and facilitating new training for offenders. Stakeholders Management and Service Delivery • Responsible for implementing strategies and exercise judgement in managing stakeholders to achieve community training KPIs. Officer will be required to work closely with a myriad of stakeholders (internal and external) to ensure training for offenders are conducted timely and to mitigate issues arising with training providers and internal stakeholders. • To design and develop a process to front queries from stakeholders on community training, course dates and other administrative issues. Officer will have to conduct outreach efforts to external stakeholders on Community Training. • Any other duties as assigned by Manager (Skills Training Community). • Ensure proper issuance of training certificate (if applicable).

What we are looking for

• Diploma with focus on Organisational Development, Learning & Development, Adult Learning and Human Resources are preferred • 3 to 5 years of working experience, preferred. • Fresh graduates may also apply. • Familiar with MS suite of products, particularly excel • Team player with good interpersonal, oral and written communication skills • As a staff of Skills@YR you will be given a rare opportunity to review the Learning and Development needs of inmates and to work in prison environment. • You will be exposed to domains of project management, creating communications content to inmates, gain practical knowledge on curating curriculum to meet the learning needs of inmates and knowledge in mapping skills framework to the various grants. • Curious about adult learning • Self-starter • Able to work well under pressure and with minimal supervision • Meticulous and able to multi-task
