MOM’s Work Pass Division (WPD) is modernising its Work Permit (WP) eServices (known as WINS-WP) to deliver reliable, adaptive, and user-friendly eServices that streamlines WP transactions for our customers. The WINS-WP Policy & Planning Office (WPPO) drives this modernisation effort through formulating a transformation roadmap, conducting thorough business process reviews (BPRs), and driving change management.
As a member of the WPPO team, you will play a key role in shaping and transforming the service delivery of Singapore’s Work Permit policies. Working at the intersection of policy, operations and systems, you will lead complex business process reviews and ground-up policy reviews to support the development of the WINS-WP system. You will also conduct engagements and prepare communications materials to ensure that users are well-equipped to navigate the changes. This role is critical in ensuring that WP workflows are robust, future-ready and user-centric, while remaining aligned with policy intent and operational realities.

What you will be working on
• Chart out the WINS-WP transformation journey by contributing to transformation roadmaps, defining user journeys, and shaping success metrics from a business and policy perspective.
• Conduct complex Work Permit Business Process Reviews (BPRs), re-examining end-to-end workflows, challenging legacy practices, and designing streamlined “to-be” processes.
• Work closely with MOM policy divisions and operational teams to carry out ground-up policy reviews, translating policy intent into workable operational and system designs.
• Engage internal and external stakeholders, including system and technology teams and other government agencies, to assess impacts, manage trade-offs, and adjust to changes arising from process and policy changes.
What we are looking for
• At least 2 years of working experience is preferred
• Experience in policy, strategic planning, business process improvement, or operational transformation portfolios, or familiarity with work pass processes and foreign worker policies will be advantageous
• Strategic thinker with the ability to challenge the status quo while balancing policy objectives, operational feasibility and user experience
• Good interpersonal and communication skills, and ability to work across agencies and diverse stakeholders to reach mutually beneficial outcomes
• Strong time management skills, including the ability to adapt, manage multiple projects simultaneously and work under pressure to meet tight timelines
