What the role is

The Institute of Leadership and Organisation Development (ILOD) is CSC's centre of excellence for leadership and organisational development, and the Sectoral Lead for Organisation Development (OD) job family in the Public Service. The key outcomes are to identify and build OD capabilities and competencies needed to support the Public Sector Transformation within senior leadership and practitioners, as well as to groom and develop OD practitioners and talents across the Public Service to support agencies’ strategic change and transformation efforts. We are looking for an experienced Learning and Development (L&D) Specialist to join our Organisation Development team that creates learning experiences and other developmental interventions to support the growth journey of Organisation Development (OD) Practitioners, build a vibrant OD community and build OD capability across the Singapore Public Service. As the Senior Learning and Development Specialist, you will support the pursuit of the key outcomes through managing key programmes and initiatives such as our OD Milestone programmes and masterclasses. Your responsibilities span programme and curriculum design, programme management, stakeholder engagement, operations monitoring and impact evaluation.

What you will be working on

• Design and manage organization development milestone programme(s) and other OD workshops or learning and development interventions. You will help shape the learning design of these L&D interventions to evaluate learners’ satisfaction and application of their learning, provide recommendations for improvement of each L&D intervention in order for us to build OD capabilities across the public service. • Conduct learning needs analysis for key learner groups and research on key or emerging OD-related topics and translate these insights and ideas into bite-sized digital learning solutions and job aides or resources (e.g. toolkits, infographics etc) to enable learning and application of OD principles and approaches at the workplace and in our learning interventions or consultancy. This includes adopting user friendly and creative ways to disseminate self-paced learning objects and experiences. You will explore emerging learning technologies that push our imagination on how to equip practitioners and leaders across the public service with OD knowledge and skills. • Contribute towards the whole of government OD capability development strategy and ILOD’s role as a Sector Lead for OD in Singapore Public Service. This includes providing policy recommendations to support the growth of the OD job family and function, and the workforce development of OD practitioners. • Support the development of the OD community in the Public Service through designing and convening community of practice sessions or other sharing sessions or workshops and events in order to facilitate cross learning and sharing of good practices • Project manage the development of programmes and other workstreams, including managing stakeholders, our external associates/ resource persons, business processes, budget and timelines to support the effective delivery of learning interventions.

What we are looking for

• Experience: Have 5 - 8 years of relevant work experience in learning design and development, and training evaluation to assess impact and transfer of learning, with a strong interest in organisation development. In addition, you should have some experience with designing and delivering digital learning experiences to positive impact for leaders. • You should have a proven track record in partnering colleagues and influencing stakeholders across department and/or organisational boundaries. • You have a strong ability to manage multiple projects simultaneously, able to work both independently and collaboratively with others. You enjoy having structure whilst at the same time is able to navigate in unfamiliar and ambiguous terrain. • You have an appreciation of what is organisation development and have an interest to develop your domain knowledge in this area. • Experience in facilitating community engagement and learning experiences is a bonus. You should be self aware and situationally attuned, able to read interpersonal and environmental dynamics with ease. You should be comfortable with uncertainty and change, bringing a positive, adaptable, “can do” mindset. You should work well in an egalitarian team while managing multiple priorities with care, and have the independence and drive to see work through with minimal guidance. Knowledge and Expertise: • Programme Design and Learning Needs analysis and Programme Evaluation: Strong ability to adapt and improve the design of existing programmes to maximise learners’ performance outcomes in the workplace. Strengthen learner engagement pre, during and post-programme with social and workplace learning interventions. • Programme / Project Management and Making Sound Judgement: Strong ability to project-manage multiple programmes or projects within pressing timelines, anticipating risks and problem solving along the way. Ability to work and thrive in a fast-changing work environment (e.g. work on different projects at the same time), and manage ambiguity. • Working Effectively with Stakeholders; Working as One Public Service: Strong interpersonal skills to meaningfully engage diverse stakeholders at all levels. Able to work collaboratively within CSC and with external partners. You should have a proven track record in partnering colleagues and influencing stakeholders across department and/or organisational boundaries. • Organisation Development: Have at least a foundational appreciation of what is organisation development, key concepts and approaches in organisation development, (such as group dynamics, leading change, levels of the system, application from applied behavioural sciences or psychology). You should have good design thinking and an emerging point of view on organisation development, people development and building change capabilities in practitioners, leaders and organisations. • Technology Adoption in Learning and Development: Strong ability to design, develop and manage L&D offerings by applying appropriate learning technologies. Select, integrate and manage learning management and knowledge management systems for the effective management and delivery of L&D offerings. • Facilitation/ Learning Experience Delivery: Speak confidently and professionally in front of groups and when facilitating learning interventions.
