Senior Manager (PAssion Wave)

What the role is

The Senior Manager, PAssion Wave provides strategic leadership and operational oversight of a PAssion Wave outlet, driving programme development and community engagement initiatives that connect residents to waterfront and water activities. The role encompasses staff leadership, safety and facility management, stakeholder and partnership development, marketing, volunteer management and full financial accountability for the outlet. The Senior Manager is expected to balance strategic planning with hands-on operational management across weekdays and weekends, and will contribute to organisational task forces and committees as required.

What you will be working on

Programme Development & Implementation

  • Implement strategic plans aligning PAssion Wave outlet evolution with community needs and organisational objectives
  • Execute comprehensive programme frameworks balancing recreation with community engagement
  • Analyse participation trends and community feedback to guide outlet programming decisions
  • Implement outreach strategies connecting participants to water activities and volunteering

Operations & Safety Management

  • Implement safety protocols and operational standards at outlet level
  • Ensure water sports safety compliance and facility management excellence for assigned outlet
  • Manage outlet budgets, procurement, and financial compliance
  • Maintain quality assurance frameworks for consistent service delivery at outlet
  • Provide daily on-call availability for crisis and emergency situations

Stakeholder Engagement & Partnerships

  • Build strategic relationships with community partners, government agencies, and corporate sponsors at outlet level
  • Execute collaborations with water sports associations and educational institutions
  • Expand participation networks through effective partnership strategies for outlet
  • Integrate outlet programmes with PA divisions and grassroots organisations

Communications & Marketing

  • Execute marketing strategies to promote outlet programmes and enhance visibility
  • Implement targeted campaigns engaging diverse audiences for outlet activities
  • Support PAssion Wave brand positioning and consistent messaging at outlet level
  • Coordinate promotional activities strengthening outlet community presence

Staff Leadership & Development

  • Supervise outlet team for optimal performance and service delivery
  • Implement training frameworks covering operations, safety, and community engagement at outlet
  • Assess performance and develop staff capabilities within outlet team
  • Guide team in programme delivery and operational excellence

Volunteer Management

  • Execute recruitment, training, and retention frameworks for volunteers at outlet level
  • Engage community volunteers in outlet water sports programmes and initiatives
  • Promote volunteerism and connection amongst participants through outlet programmes

Financial & Procurement Management

  • Manage outlet's financial resources through proper budgeting, monitoring, and control of revenue and expenditure
  • Ensure compliance with PA's financial procedures and regulations in procurement and payment processes
  • Monitor and review financial performance of outlet programmes and operations optimising cost-effectiveness
  • Maintain proper documentation and records for financial transactions and audit purposes

What we are looking for

Other ad-hoc duties not covered under main responsibilities and duties.

  • Report updates to management on outlet operational matters
  • Task Forces/Committees as required
  • Performs other duties assigned by the PA Senior Officers
